In this role, you will be working in the Enterprise Platform Services (EPS) Management of Change (MoC) team, supporting the Critical Platform Transformation (CPT) Programme.

The Critical Platform Transformation programme is overseeing a significant investment in HMRC’s I.T. infrastructure to meet the challenges of a modern digital tax system, stabilising and underpinning systems that form part of the UK critical national infrastructure. By doing so this enables the programme to increase HMRC’s technical health and provide benefits like increased security, resilience and cost savings - providing value for money to the taxpayer.

The successful candidate will lead on all aspects of programme planning, which will include the development, updating and monitoring of plans and schedules will work with stakeholders to ensure all aspects of the programme are defined.

Responsibilities
  • You will lead all aspect of planning for high profile technical programmes. You will be responsible for establishing good working practices and will build strong, trusting relationships with your stakeholders. Experience of giving clarity on key milestones to define what, when and how activities will be organised to ensure the outcomes of a project can be achieved, with the resources available
  • You will provide support and guidance in maintaining effective and efficient plans to successfully deliver programme outcomes, ensuring your stakeholders understand how they fit into the programme structure and keep them on target in adhering to programme governance.
  • You will provide quality and actionable information to stakeholders in an often fast-paced environment, responding to demand and timeframes, producing clear and effective plans and associated documentation.
  • You will need to inform, influence, persuade and negotiate with a range of stakeholders. Good communication skills are essential to ensure you convey key messages effectively and listen to and act on feedback.
  • You will challenge and support workstreams to assure that the quality of information, plans and scheduling are accurate and cohesive within the programme governance structure.
  • You will provide support in resolving concerns, highlighting key items for escalation. You will be a key member of the team and will flex to support across the team as needed, contributing, and supporting the ‘one team’ ethos across workstreams.
  • You will communicate effectively, building trusting relationships ensuring project teams have a clear view of what they need to do and when.

Essential Criteria

  • Previous experience of leading technical Programme or Portfolio, particularly working with and collaborating with senior stakeholders.
  • Experience in leading programme planning within a high-profile technical programme and successful programme delivery, including risk management and identification of opportunities.
  • Experience of identifying resourcing requirements, building capabilities within the project planning function and analysing and using performance data for continuous improvement and influencing stakeholders to resolve risks and issues.

Desirable Criteria;

  • Understanding of His Majesty Treasury and National Audit Office reviews providing specialist advice and support to ensure successful delivery of project outcomes
  • Knowledge of governance and assurance activity of Government Major Projects Portfolio Infrastructure & Projects
  • Familiarity with Technical (Debt) Health industry applied Plan Address Ignore Defer Model
  • Possess a relevant qualification in Project/Programme Planning such as APM Project Management Qualification or a willingness to work towards this

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. Interview:

Interviews will focus on the candidates’ application, knowledge, and experience

The panel interview will be a blended approach where you will be asked behaviour-based questions to explore in detail what you are capable of and strengths-based questions to also explore what you enjoy and your motivations relevant to the job role

HMRC transformation

HM Revenue and Customs is currently going through an exciting ten-year transformation programme to create a tax authority fit for the future. As part of this, we are committed to providing high-quality jobs and giving employees a great place to work, whichever location you work from.

HM Revenue and Customs has made significant progress with its plans to locate in 14 large, modern, flexible offices, equipped with high-speed digital infrastructure supporting improved customer service and compliance activity. These collaborative workspaces will enable smarter working and great training and development facilities, allowing for the sharing of expertise, local training, promotion, and provide great ongoing career development opportunities.

These offices will be located in central locations in the following towns and cities close to accessible transport links: Glasgow, Edinburgh, Belfast, Newcastle, Leeds, Liverpool, Manchester, Nottingham, Birmingham, Bristol, Cardiff, Croydon, Portsmouth and Stratford.

In addition, there will also be a small number of specialist sites where the work cannot be done anywhere else, in Gartcosh (near Glasgow), Telford, Ipswich, Worthing and Dover, as well as our headquarters in central London. What’s more, our Welsh language service has people located in Porthmadog, as well as Cardiff.

Terms and Conditions

We really hope you decide to apply for this role. If you’re successful you need to know that in February 2021 members of recognised trade unions (ARC and PCS) voted to approve a pay and contract reform offer. This means that HMRC will adopt new terms and conditions for all colleagues as part of a multi-year pay deal and contract offer, the pay deal period is 01 June 2020 – 31st May 2023 and terms and conditions changes take place from the 01 June 2021 onwards.
