Home and Office Working

Fixed Term to April 2024

The Schools Management & Information Team within the Business Support Section of the Education & Youth Portfolio, are seeking to appoint a temporary Systems Officer to support the implementation of a new Education Management System. The primary responsibilities of this role will be to contribute to and support the implementation/development, wider system upgrades, data transfer, testing and maintenance together with all areas of system security and data access, and to use specific reporting tools (Crystal and SSRS) to meet the service needs of various portfolio teams. The role also requires the need to work closely with service teams to understand and develop their requirements, help action system developments and provide relevant system support and guidance.

JOB DESCRIPTION

Systems Officer (Education)

Portfolio: Education and Youth

Reports to Management Information Officer Team Leader

Location Ty Dewi Sant, Ewloe

Job Purpose: To be responsible for the implementation, update, testing and maintenance of the Local Authority’s Education Management System; Provide accurate reporting services using specialist software (Crystal and SSRS) to meet the information processing requirements of Local Authority Service Teams. Work closely with service teams to understand their requirements, support efficient usage of the systems, actioning system developments and providing guidance and training, including creating training notes as required. Be well versed in multiple portfolio service/system areas to support all accountabilities.

Principal Accountabilities

1/ To be responsible for the timely implementation of software modules, upgrades, testing and maintenance together with all areas of system security and data access to ensure software continues to meet user requirements and audit standards

2/ To ensure the development of the modules within the system is in agreement with the relevant Services Plans, and to create, design and test timely and accurate management information reports to ensure that statutory, service delivery and performance information needs are met.

3/ As System Administrator, take responsibility for the setting up of management approved users, assessing and setting up user permissions to agreed levels in respect of modules and datasets. Ensure such authorisations comply with Data Protection legislation and Flintshire Audit requirements.

4/ Maintain the Help Desks and support portal to allow the reporting of system problems and provide continued support for system users. Investigate and analyse problems logged and recommended potential solutions or changes to the system or user processes in order to provide a solution. Log any unresolvable issues with suppliers and provide evidence of issues.

5/ Assist service teams as required to identify and supply timely and accurate performance management information from systems using specialist reporting software (Crystal and SSRS) to meet statutory, operational and other statistical returns, and to inform strategic and resource planning.

6/ Assess user training needs and create and deliver training programme and / or help notes at an appropriate level to the user’s ability to ensure effective use of the system.

7/ Support, as necessary, the work of the team and Team Leader by contributing to meetings of technical user groups both internally and externally, and to liaise with external software provider.

8/ To liaise with Corporate IT as necessary to ensure data protection and system software issues are managed in accordance with regulations and contract provider terms.

9/ To liaise and attend regional meetings with other North Wales authorities for collaboration and information sharing purposes.

10/ To follow up on all ongoing problems and work queries, and report ongoing difficulties and priorities for development to the Team Leader.

11/ Use technical knowledge to advise on the functioning and development of the systems and services to all stakeholders.

12/ Use knowledge of all relevant service and system developments to proactively identify issues and opportunities.

Job Types: Full-time, Permanent, Fixed term contract, Temp to perm

Salary: £25,878.00-£28,371.00 per year
