This is a great opportunity to join the Scottish Government’s Treasury and Banking Team as Branch Accountant.
Treasury and Banking is one of three branches in Financial Services Division (FSD), within the Financial Management Directorate. The Division is responsible for the operation, support and development of SEAS, the Scottish Government’s finance system, and a number of ancillary systems.
These systems are shared by the Scottish Government and a range of public sector bodies, and are essential for transaction processing, accounting records, and financial controls and reporting.
Treasury and Banking provides services to various SEAS customers in relation to cash flow management and forecasting, bank account management and processing receipts and payments.
It is also responsible for managing funding for the Scottish public sector through the Scottish Consolidated Fund, and is the custodian of the Scottish Government banking contracts.
As Branch Accountant, you will help ensure that Scottish public sector funding totalling over £45 billion is available as and when required, and support Scotland’s participation in H M Treasury’s Cashflow Management Scheme.
You will work alongside the Deputy Head of Branch in the supervision of receipts and payments processed by the branch, helping to ensure that payments on behalf of the Scottish Government and other bodies are made accurately and in line with the 10 day Ministerial payment target.
The post holder will help liaise with a wide range of stakeholders, including a range of Scottish central government organisations, internal and external auditors.
This is an exciting time to be joining the organisation as it progresses the introduction of cloud-based shared services and payment systems in 2023, and you will support the Head & Deputy Head of Branch in leading staff through the successful testing and implementation of relevant elements of this model.
