1. General Information

JOB TITLE: Director of Operations and Business development

AREA/SPECIALITY: Business and commercial leadership

Salary: £80,000 FTE (37.5 hours) plus bonus

DEPARTMENT: The Bourne Partnership Board

RESPONSIBLE TO: The Executive Partners

2. The Bourne Partnership

The Bourne Partnership (see Appendix 1) is a growing NHS Partnership currently comprising
4 General Practices covering a patient list size in excess of 50,000 over 2 CCGs (Croydon &
Surrey Heartlands).

The post holder will:

The Bourne Partnership (TBP) was started from the combining of the two practices, Keston
Medical Practice and the Moorings Medical Practice. The new Partnership (incorporating
Portland Medical Practice) brings together the strengths of the 2 forming organisations. These being strong clinical and operational structures and a strong digital based approach to patient engagement and patient access.

The new partnership is looking to bring its approach to patient health care to a larger number of patients through a combination of organic growth and mergers/acquisitions. It has an ambitious programme of expansion with the aspiration of becoming one of the most successful and innovative primary care groups within Southern England, providing world class healthcare to our patients.

3. Job Summary

The Bourne Partnership has launched a programme of work (referred to as the Programme) to bring the original practices of both founder organisations together into the joint operational structure. The Programme, in line with the ambitions of TBP, has been structured into two phases.

Phase One
The aim is to ensure that all medical practices adopt the new operational model to ensure that patient care and operational delivery are optimised.

Phase Two
Once phase one is complete the ambition is that the Programme will be formed into a methodology play-book that will then be used for the growth of the company either organically or via Merger & Acquisition (M&A).

The Director of Operations and Business Development (DO&BD) will advise The Bourne
Partnership Board, with options, in respect of the strategy and plan for growing the business.
This will include options and recommendations as to the structure and form of the commercial vehicle, whether through organic growth or M&A (or a combination), route to market, business planning, access to funding and potential exit options.

The DO&BD is a senior role and will act as the Senior Responsible Office (SRO) on behalf of
The Bourne Partnership to lead on the successful delivery of the Programme for The Bourne
Partnership. They will assist the senior management team and partners by providing leadership, ownership, oversight, guidance and training (to the Bourne Partnership colleagues) to ensure successful delivery of the Programme.

The DO&BD will have a high level of freedom to act: they will be accountable for their own actions, use their own initiative and act independently. They will be responsible and accountable for the actions and deliverables of all those providing to the Programme. They will need to understand and interpret the Programme and the requirements of the senior management team and partners.

They will be required to carry-out research in their field of expertise to ensure that they are cognisant of new developments and trends in the commercial landscape and remain at the required level of expertise. They will be required to independently represent The Bourne
Partnership to third parties and external organisations.

Confidentiality / Data Protection / Freedom of Information
Post holders must maintain the confidentiality of information about patients, staff and other health service business in accordance with the Data Protection Act of 1998. Post holders must not, without prior permission, disclose any information regarding patients or staff. If any member of staff has communicated any such information to an unauthorised person, those staff will be liable to disciplinary action up to and including dismissal. Moreover, the Data
Protection Act 1998 also renders an individual liable for prosecution in the event of unauthorised disclosure of information.

Following the Freedom of Information Act (FOI) 2005, post holders must apply the Trust’s FOI procedure if they receive a written request for information.

Information Governance
All staff must comply with information governance requirements. These includes statutory responsibilities (such as compliance with the Data Protection Act), following national guidance (such as the NHS Confidentiality Code of Practice) and compliance with local policies and procedures (such as the Trust's Confidentiality policy). Staff are responsible for any personal information (belonging to staff or patients) that they access and must ensure it is stored, processed and forwarded in a secure and appropriate manner.

Health and Safety
All post holders have a responsibility, under the Health and Safety at Work Act (1974) and subsequently published regulations, to ensure that The Bourne Partnerships health and safety policies and procedures are complied with to maintain a safe working environment for patients, visitors and employees.

Infection Control
All post holders have a personal obligation to act to reduce healthcare-associated infections
(HCAIs). They must attend mandatory training in Infection Control and be compliant with all measures required to reduce HCAIs. All post holders must comply with the Partnership’s
Infection Control Policies, including those that apply to their duties, such as Hand
Decontamination Policy and Personal Protective Equipment Policy.

Risk Management
All post holders have a responsibility to report risks such as clinical and non-clinical accidents or incidents promptly. They are expected to be familiar with The Bourne Partnerships use of risk assessments to predict and control risk, as well as the incident reporting system for learning from mistakes and near misses in order to improve services. Post holders must also attend training identified by their manager, or stated to be mandatory.

Flexible Working
As an organisation we are committed to developing our services in ways that best suit the needs of our patients. This means that some staff groups will increasingly be asked to work a more flexible shift pattern and multiple sites so that we can offer services in the evenings or at weekends.

Safeguarding children and vulnerable adults
Post holders have a general responsibility for safeguarding children and vulnerable adults in the course of their daily duties and for ensuring that they are aware of the specific duties relating to their role.

Sustainability
It is the responsibility of all staff to minimise the environmental impact by recycling wherever possible, switching off lights, computers monitors and equipment when not in use, minimising water usage and reporting faults promptly.

Smoking Policy
The Bourne Partnership is committed to providing a healthy and safe environment for staff, patients and visitors. Staff are therefore not permitted to smoke on Trust property or in Trust vehicles
