Overview of the role
You will bring people, systems and information together through the power of data and story-telling. Evidence-based analysis and a problem-solving approach will be expertly utilised to drive TfL and our partners forward to reduce road danger in everything that you do. Your insight and expertise will help deliver and develop strategic frameworks, tactical plans, robust evaluations and innovative solutions. Leveraging data-led strategies to determine Police and CPOS deployments, you will be positioned to influence road safety policies and ubiquitously champion business priorities.

Adept in both performance management and coaching, you will lead a high-performing, multi-disciplinary team to have a tangible impact on reducing road danger at source by delivering information your customers need, trust and understand. Working closely with colleagues and partners, you will support the assessment of current and future risks, threats, harm and opportunities; playing an active role in providing analysis using a range of analytical tools and techniques to deliver a high-quality, high-profile service by the proactive management of risks, emerging priorities and long-term objectives.



Key Accountabilities

  • Focused over 1-3 year period, manage the delivery of CPOS' strategic priorities by translating these into SMART individual and team objectives, with the aim of optimising operational effectiveness and delivery.
  • Manage the delivery of a range of strategic, tactical and operational analytical reports to allow for intelligence lead decision making within CPOS
  • Promote the visibility of the team’s analytical products across TfL and our partners. Develop conventional and innovative ways of sharing information across multiple platforms and support the development of staff in doing so, creating an environment that fosters collaboration and the sharing of ideas.
  • Ensure delivery of analysis products that meet customer requirements and continually seek new ways to engage customers and improve analysis, ensuring that analysis is an end to end process and increasing the connectivity between intelligence analysis, resource deployment and the evaluation of our response.
  • Understand and represent the teams requirements for technological solutions to analytical problems. Provide recommendations for developing analytical functionality and methodology to improve efficiency and output.
  • Maintain and recommend changes to CPOS analytical policy and procedures. Lead on or contribute to wider teams policy and procedural documentation including Business Cases, Risk Registers and Information Sharing Procedures.
  • Provide effective leadership where applicable of individuals and teams, projects and disciplines, by acting as a role model to others, leading and supporting staff through change, and advocating and demonstrating best practice.
  • The role is responsible for directing or delivering the work and will demonstrate effective management accountability in applying performance and development policy and practice, enabling and supporting individual career development and contributing to resourcing strategy and succession planning. Ensure all staff have appropriate training and support them in becoming or maintaining their status as an intelligence professional

Skills, Knowledge & Experience

Skills

  • Excellent data visualisation, presentation and analytical skills - verbal and written across all levels. Ability to assimilate and interpret analytical reports quickly and provide feedback that encourages personal development (Essential)
  • Management & leadership skills to lead, motivate, negotiate and influence people at all levels within own team, across the
  • organisation and outside (Essential)
  • Developed interpersonal skills, with proven ability to build effective working relationships at all levels internally and
  • externally (Essential)
  • Strategic, critical and logical thinking. Ability to "ask the right question", extract the exact business challenge and issue
  • that drives the need for analysis, make informed decisions or recommendations, often under pressure to tight deadlines

  • IT Skills - MS Office (Word, Excel, PowerPoint, Outlook, Visio, GIS) (Essential).

Knowledge

  • Knowledge of the IT skills required for data analysis, programming, data manipulation and storage. Knowledge areas include (Programming - R, Python, HTML, C/C++, Java) (Data Manipulation - Oracle, Python, SQL) (Essential)
  • Knowledge of statistics and analytical techniques, tools and methods, with demonstrable role-specific training and/or evidence of continuous professional development in analysis. (Essential)
  • Knowledge of best practice in problem solving and evaluation (e.g. SARA, "what works", theory of change) (Desirable)
  • Knowledge of Project Management and/or Business Process Improvement (e.g. Lean Six Sigma). (Desirable)
  • Depth of knowledge, with practical experience, of legislation covering the security and handling of intelligence personal information (essential)


Experience

  • Working in a business environment requiring a high degree of self motivation and personal integrity (Essential)
  • Evidence of leading or supporting staff through process, technological or business change. Management & leadership skills to lead, motivate, negotiate and influence people at all levels within own team, across the (Essential)
  • Working with partners to develop effective analytical processes (e.g. performance metrics, intelligence models and sharing protocols) (Essential)
  • Compiling, reviewing and critically appraising analytical reports and strategic/tactical data analyses, or a similar complex problem solving activity, and providing effective feedback (Essential)
  • Demonstrable and verifiable experience of communicating complex analysis to Senior Management (Essential)
