UKHSA offers hybrid working or home working for its employees – this means that whilst the role will be based in one of our UKHSA offices, there will be opportunities for an element of working from home. Some business travel will be required to other UKHSA offices. Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available

Grade & Salary – Grade SEO. National banding - £37,056 - £42,481per annum. Inner London - £40,876 - £45,998 per annum. Outer London - £38,967- £44,240 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Job Overview

We are looking for three SEO policy advisers to be part of a newly created strategy and policy team within the Data, Analytics and Surveillance Group of UKHSA.

The purpose of the roles is to help establish a strong strategy and policy presence within Data, Analytics and Surveillance (DA&S) to enable DA&S to provide an accurate and robust to the Covid Inquiry and deliver the data strategy.

The three policy advisers will initially be focussed on either the Covid-19 Inquiry or the data strategy implementation, but will be expected to come together as a team and work across the team’s policy and strategy priorities.

The policy advisers will:

  • Carry out project-based work on a range of policy priorities including work to contribute to the Covid-19 Inquiry
  • Work with G7s and G6 to build relationships and establish a strategy and policy function for DA&S Group
  • Raise awareness of the Data Strategy across UKHSA and help ensure that the implementation of the Strategy is successful
  • Support the planning and implementation of Capability Maturity Assessments across the Agency

Job description

Working to either the G7 head of group strategy or G7 data strategy implementation lead, the policy advisers will contribute to a variety of policy and strategy priorities. Working on the Covid-19 inquiry response you will build relationships with colleagues in central teams and across DA&S to provide full and accurate responses to requests from the Inquiry. You will commission and pull together witness evidence, carry out project work to prepare us for future requests and brief senior officials to prepare them for giving oral evidence to the Inquiry. You will provide advice for colleagues on disclosure, and work with Information Management and Privacy colleagues to ensure we comply with data retention requirements.


Working to implement the data strategy, you will help to raise awareness of the data strategy across UKHSA, building relationships within and outside of the Group. You will support the planning and implementation of Capability Maturity Assessments across the Agency, and support in the development and measurement of metrics to evaluate Data Strategy progress. You will also help to continually evolve the Data Strategy.


Policy advisers will initially be focussed on either the Covid-19 Inquiry response or the Data Strategy implementation, but will be expected to come together as a team to support across the team’s priorities.


These roles require the ability to work with and across a range of teams to realise our objectives. Our ideal candidates would be skilled policy professionals who have worked in a data environment, or data specialists who have some experience in working in policy.

Reserve List:

DBS -
