Job summary

The principal role of the UK Export Finance (UKEF or the Department) is to support UK companies exporting to foreign markets by providing insurance, loans and guarantees against non-payment or non-performance by UK exporters and overseas buyers.

To perform its statutory function, UKEF must assume significant credit risks on behalf of UK exporters. Consequently, the financial success of the Department is crucially dependent upon sound credit risk assessment, particularly given the elevated default risks associated with emerging markets, and portfolio analysis.

The Risk Approval Division (RAD) is responsible for providing probability of default (PD) ratings and loss given default (LGD) assessments on all risks assumed by the Department. RAD is split into five main teams, economists focusing on country risk, a project finance team, a financial institutions team, a corporate, aero and trade finance team, and the Climate and ESG Risk team. This role will sit within the Climate and ESG Risk team.

Job description

UKEF recognises climate and ESG risk as potentially material risks for individual transactions and UKEF’s portfolio and UKEF is strengthening its climate risk management accordingly. This function sits within the Climate and ESG Risk team that works across the Risk Management Group (RMG) and reports to the Deputy CRO.

The RMG Climate and ESG Risk Team leads on the following areas:

  • Climate and ESG Risk related portfolio analysis and stress testing
  • Climate and ESG Risk related credit risk analysis
  • Climate and ESG Risk management related reporting
  • Implementation of the climate risk management related aspects of TCFD
  • Related policy advisory and capacity building within RMG.
  • Contributing to UKEF implementing TCFD recommendations.

The Climate and ESG (Environmental, Social, Governance) Credit Risk and Policy Manager is responsible for leading the development of processes, policies, and tools, and acting as subject matter expert in climate and ESG risk areas. The role also oversees the analysis of climate and ESG risks as part of UKEF’s credit risk analysis. The role will need to keep up to date with best practise in the subject area and collaborate with other teams in UKEF on climate and ESG matters, including portfolio analysis and stress testing. The role will be reporting to the Head of Climate and ESG Risk Team.

Person specification

Responsibilities will include but are not limited to:

  • Act as a subject matter expert on all areas of Climate and ESG credit risk, keeping best informed of developing market trends and approaches.
  • Ensure that best practice is adhered to and UKEF’s credit risk analysis approach, processes, policies, and templates are regularly reviewed and updated accordingly.
  • Review transactions in collaboration with credit analysts with a focus on climate and ESG credit risks.
  • Undertake complex analytical activities, including e.g., further integrating climate and ESG data into existing processes and developing Management Information reporting system (MIS).
  • Support UKEF’s capability building regarding the subject area.
  • Support the engagement with key internal and external stakeholders such as other Government departments and committees such UKEF’s Export Guarantee Advisory Committee, commercial banks, BoE’s CFRF, rating agencies, ECAs and other relevant market participants.
  • Support RMG’s implementation of climate risk management related aspects of the Task Force for Climate Related Financial Disclosures (TCFD) and in future emerging legislation and regulation such as the Taskforce on Nature-related Financial Disclosures (TNFD).

To meet the National Security Vetting requirements for this role you will need to have resided in the UK for a minimum of 3 out of the past 5 years. If you do not meet this requirement, you would not be eligible for SC clearance and therefore not eligible to apply for this role.
