Job description

There are a number of roles that BEIS are recruiting for within the Commercial team:

Great British Nuclear:

The purpose of this role will be to provide commercial advice and support to Great British Nuclear (GBN). GBN is being established to enable the delivery of new nuclear projects including helping projects through every stage of the nuclear development process to develop a resilient pipeline of new builds. The role will involve advising stakeholders on a range of matters across the commercial life cycle. The successful candidate will be responsible for delivery of sourcing activities including running of legally compliant procurement's, advising stakeholders on the best routes to market, increasing market capability, developing commercial strategies and business cases, and supporting the management of contracts and supplier relationships.

Net Zero Building - Portfolio and Domestic:

This will be supporting ongoing public sector procurement's mostly through frameworks and the commercial business partnering support for the contracts n this space. This would support the G7 to engage in stakeholder management and strategic review of engagements.

Non Nuclear Energy:

The purpose of this role will be to provide commercial support to the Non Nuclear Energy within the Energy and Security DG Group. The appointed individual will be responsible for the procurement and contract management of essential supporting contracts, such as audit & assurance services, monitoring & evaluation services, and contact
centre services which are critical to the delivery of various energy support schemes. In addition, the individual will be responsible for running other procurement's as requested and managing the procurement pipeline, agreements register and commercial database.

Digital:

The role of the Digital Commercial team be to provide commercial advice and support for core BEIS Digital commercial requirements. The team’s role is supported by a recently developed Digital Category Strategy, which provides a framework to facilitate the procurement of digital goods and services. Through its implementation it aims to drive greater efficiency across digital procurement as well as a reduction in the amount of shadow IT spend. It covers the 3 areas of the Data, Digital & Technology function of: technology products and services; applications and network services.

Person specification

Leading the delivery of commercial advice and commercial activity across the full commercial cycle from commercial strategy to contract exit, informed by commercial risks and delivering policy area objectives.

  • Work collaboratively and build relationships with colleagues in Finance, Project Delivery, Legal and support senior leadership teams.
  • Support the sourcing process, including: bid evaluation, market engagement, prioritisation and setting expectations regarding timelines.
  • Providing guidance on governance and procurement processes, contributing to the development and maintenance of the commercial pipeline on Jaggaer procurement system.
  • Mitigate risk by ensuring full compliance with all relevant policies and procedures.
  • Support the commercial management process, including monitoring, performance management, appropriate management of information, variations and extensions.
  • Strong persuasion skills are required for influencing and engaging senior stakeholders, including presentation skills.

Skills and Experience

Essential
  • Demonstrate knowledge/understanding of procurement and commercial management best practice.
  • Demonstrate capability of delivering projects across the full commercial lifecycle.
  • Demonstrate capability to work proactively and take ownership and accountability of your own tasks and work.
  • Demonstrate capability in managing stakeholders and establishing relationships both internal and external to your organisation.
  • Demonstrate understanding of commercial risk, and the ability to identify, mitigate and escalate as appropriate.
  • Demonstrate excellent verbal and written communication skills.
  • Demonstrate previous public, private or third sector experience working with contracts and supply chain management.

Desirable:
  • CIPS or IACCM qualifications
  • Experience of Crown Commercial Services frameworks
