The Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

Our Business Services team supports the delivery of CT policing across the wider West Midlands region through our People, Places and Finance teams.

As a Business Support Officer working on our Finance team, you’ll use your excellent customer service and communication skills to provide a comprehensive financial service to the West Midlands Counter Terrorism Unit. You’ll work on your own initiative, prioritise tasks, and ensure accuracy to deliver against targets.

Based at our modern offices near to Birmingham Airport, you’ll work Monday to Friday from 8am to 4pm, but an element of flexibility is needed to meet business needs.

The role

Working as part of a team, you’ll deliver an efficient and effective financial service ensuring records and assets are managed in accordance with regulations and procedures.

You’ll undertake monitoring and analysis of financial information, and be competent in compiling financial management reports.

You’ll be responsible for ensuring purchase requisitions for goods and services, overtime, and maintenance of departmental records meet financial policy and are processed in accordance with target time-frames. You’ll also provide and guidance to colleagues of all levels on expenses, overtime and purchase requests and will be fully conversant with the financial year-end process.

Responsibilities

  • Maintaining systems to enable effective control of financial matters ensuring records and assets are kept in accordance with policy.
  • Ensuring accurate cost coding to enable accurate financial monitoring and highlighting spend variances to forecast and budgets.
  • Providing guidance and overseeing coordination of overtime processing to ensure accurate payments are made on time.
  • Ensuring procurement, expenses and all financial policies are adhered to.
  • Providing detailed management information and analysis in relation to specific subject areas and monitoring reports.
  • Preparing annual budgets, accounts and quarterly returns.
  • Ensuring audit control checks are performed correctly and on schedule.
  • Maintaining a disbursement account and ensuring reactive operational requirements are fully supported.
  • Undertaking internet banking and banking.
  • Supervising other staff in the absence of the Finance Supervisor.

Skills and competencies

Essential

Proven competency of Microsoft applications, with higher level of excel, competent with pivot tables, lookups and complex formulas.

Proven experience of providing detailed management information, analysing budgets, forecasting and maintaining registers & working to tight deadlines.

Experience/understanding of end of financial year reporting and procedures.

Full understanding of banking and internet banking procedures.

Cash handling and knowledge of petty cash/disbursement accounts.

A minimum of one-year relevant Finance experience.

Possess a high degree of accuracy and attention to detail.

Flexible and adaptable, able to learn new processes and systems quickly and effectively with the ability to work on own initiative.

Excellent communication and interpersonal skills.

Desirable

Possess, or studying for, a formal financial qualification, e.g. AAT or relevant experience

Understanding of purchasing/contract frameworks, and financial regulations

Knowledge of Oracle Fusion, procurement systems, and General Ledger experience

Understanding of financial probity, audit requirements, and West Midlands Police policies in relation to expenses and overtime.

Previous supervisory experience.

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTPWM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances of Security Check (SC) or Developed Vetting (DV) in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002). CTP WM will support preferred candidates through the appropriate vetting process.
