Job Description

Are you an excellent leader who is passionate about transforming our approach to equality, diversity and inclusion within the workplace?

Would you relish helping ensure Scotland’s public health authority is best placed to improve Scotland’s public health and tackle inequalities? If so we’d be keen to hear from you.

About the Organisation:
Public Health Scotland wants to see a Scotland where everybody thrives – a Scotland where life expectancy improves and the difference in life expectancy between our poorest and wealthiest areas gets smaller. Public Health Scotland is a national NHS Board with joint accountability to Scottish Government and the Convention of Scottish Local Authorities (CoSLA).

The national and international focus of Public Health Scotland’s responsibilities give it impact significantly beyond its organisational resources. It seeks to protect and significantly improve the public’s health and wellbeing and reduce health inequalities. Public Health Scotland achieves this by working both within and beyond the NHS in Scotland, and by influencing and informing the wider system.

The Post:
As the Equality, Diversity and Inclusion Manager for the organisation, you will champion an organisational culture that values equality, diversity and inclusion and play a key role in developing, leading and implementing the policy, strategic direction and culture across Public Health Scotland in the area of Equality, Diversity and Inclusion.

You will collaborate with key stakeholders internally and externally to create a compelling vision for Equality, Diversity and Inclusion across Public Health Scotland. You will devise effective delivery plans to ensure that the organisation is a leader not only in its internal ways of working but also in how this supports the work of the organisation to tackle health inequalities. You will be the technical expert in all matters relating to Equality, Diversity and Inclusion. This will include understanding and interpreting key legislation and guidance; developing effective ways of working to ensure effective Equality Impact Assessment and Equalities Monitoring; collaborating with the Staff Networks (Minority Ethnic Representation Network; Disability, Neurodivergent and Long-Term Conditions Network; and LGBT+ Network); and leading the development of the organisational response to Equality, Diversity and Inclusion. You will also work with external networks to share best practice.

The Candidate:
You must be experienced in collaborative working and in developing effective and positive relationships with key stakeholders and providing a positive role model for partnership working and relationship management. You should have expert specialist knowledge in equality, diversity and inclusion acquired through relevant degree level education, with an appropriate, relevant postgraduate qualification or equivalent experience.
You will bring demonstrable experience and a sound understanding of the drivers and intent of equality and diversity, human rights and health inequalities legislation and policy and its application in practice. You will have practical and pragmatic experience of leading Equality Impact Assessment or similar improvement tools, preferably within a public sector context.

Location and working pattern:
We are currently operating a Hybrid model of working, however some travel to our Edinburgh or Glasgow offices may be required.

However, it should be noted that PHS is currently in the process of relocating from Meridian Court to nearby Bothwell Street.

During times of public health emergency, or other urgent business need, you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service.

It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PHS.

Benefits:
Our benefits package includes pension scheme, comprehensive range of work life balance policies, occupational health services, learning resource centres and discounted leisure, financial and shopping benefits

Further information:
For an informal discussion on the post, Please contact Kyle Clark- Hay, Head of Governance and Resources at [email protected]
