Thank you for taking an interest in the Senior HR Consultant (TUPE/COSoP) role, based within Civil Service Human Resources Expert Services. Housed at the centre of government within the Cabinet Office, Expert Services works in partnership with Ministers, departments and functions, bringing together HR strategy and expertise to collectively drive forward the Civil Service.
The role will be based in the TUPE/COSoP Service part of the Reward, TUPE, and Employment Framework Team. The team is responsible for setting the strategies and policies, as well as supporting departmental HR teams, in the areas of Reward, Organisational Transfers (TUPE and Machinery of Government), and the Employment Framework.
The TUPE/COSoP Service part of the team provides HR professionals and functions with consultancy support, guidance and upskilling to help them deliver successful employee transfers, including TUPE (Transfer of Undertakings (Protection of Employment), COSoP (Cabinet Office Statement of Practice for Staff Transfers in the Public Sector) and legislative transfers.
We work with key partners in Government Legal and various central HR teams to support HR professionals with meeting their legal obligations, engaging key stakeholders and identifying and addressing specific risks and issues. Our focus is to increase the capability of the HR function in this specialist HR area, enabling the function to respond to the Government’s reform agenda.
Occasional travel may be required.
You will work as part of a team of HR consultants, leading on providing expert advice and consultancy, supporting departments and functions to deliver effective employee transfers.
As an expert partner you will build strong stakeholder relationships specifically with HR leads and business managers across government and also at Government Legal Department (GLD), Government Actuaries Department (GAD) and Cabinet Office Pensions to provide expert advice and support as required, and deliver excellent customer service
Key Accountabilities
Lead on TUPE/COSoP engagement and consultancy support to departments undertaking employee transfers, acting as an expert partner to deliver a high quality customer service.
Work on specific projects and priorities within the wider Reward, TUPE, and Employment Framework Team as required.
We are looking for an experienced HR practitioner, with excellent consultancy skills. The successful candidate will be confident leading on employee transfer engagement and consultancy support to departments, acting as an expert partner to deliver a high-quality customer service. They will be able to assess transfer related issues, drawing on broad HR experience, technical and legal knowledge to present appropriate solutions. They will feel comfortable building relationships with customers and key partners, acting as a critical friend and problem solver. The successful candidate will also be able to take a self-managed approach to keeping up to date on the technical aspects of TUPE legislation and be comfortable working at pace, whilst dealing with sensitive and confidential pieces of work in a busy consultancy team.
