About the Business Function:
Reengineering & Expense Management Department (REM)
REM is a division within Morgan Stanley Corporate Services which supports functions that identify and execute opportunities to manage expenses through strategic sourcing, demand management, process reengineering, procurement management and sales and use tax optimization.
IT Sourcing is part of the REM department. It partners with technology partners supporting the Firm's business units to identify best practice solutions that will manage global costs and processes surrounding the acquisition of all IT related goods and services.
About the Role:
The Sourcing Manager will work within the global IT Sourcing organization on the Telecom Sourcing Team reporting into the Global Category Lead of Transport, Sales and Trading Sourcing. They will perform the following strategic sourcing responsibilities across our Transport and Sales and Trading sourcing categories, including physical circuit connectivity between MS locations and services providers, and hardware, software, maintenance, and support related to turrets, intercoms and voice recording systems (e.g., NICE, IPC, Speakerbus, BT):
Manage and execute their portfolio of sourcing projects in compliance with Sourcing Policy and Procedures.
Identify cost and operational efficiencies in categories supported.
Build and maintain trusted relationships with Business Units and Technology stakeholders, advising on sourcing options and strategies.
Lead and support sourcing projects through vendor selection, contract negotiations, contract drafting and contract execution working closely with Legal, Business Units and Technology stakeholders to define scope and requirements, including service levels, deliverables and terms and conditions.
Oversee compliance to existing contracts, and, where necessary, take steps to rectify deficiencies.
Engage Legal, Supplier Risk and other SMEs during the supplier on-boarding and contracting phases, as necessary.
Collaborate with global colleagues including Asia to ensure specific regional requirements and limitations are incorporated into sourcing projects and contracts.
Support strategic projects that leverage global vendor relationships across the firm for cost advantage and quality transactions from a shareholder perspective.
Solicit competitive bids, including RFI/RFP/RFQ, from multiple suppliers using sourcing tools such as the quoting process, electronic tender and/or reverse auction via Ariba before evaluating/scoring bids.
Negotiate with suppliers on price, service levels, scope of work and terms of business to achieve value for money for the company.

The ideal candidate should be able to demonstrate the following:
Minimum 5+ years' experience in a Technology or Telecom sourcing role; Investment Management or Financial Services Experience strongly preferred
Broad procurement proficiency with strong IT sourcing background, including in-depth knowledge of sourcing and procurement principles and best practices, proven ability to develop category plans and account plans and strong negotiation skills.
Working knowledge of the vendor marketplace within categories supported.
Experience reviewing, drafting, and negotiating contracts, including metrics and service legal agreements.
Strong desktop technology skills (e.g., MS Excel, PowerPoint, and Word), including the ability to create and present executive-level presentations and strong Excel skills to analyze and structure data for cost models/scenarios.
Excellent written, verbal and relationship management skills to communicate effectively across multiple levels and build trusted relationships.
Strong project management and organizational skills.
Self-starter; has the ability to multi-task across a large number of projects at once and work independently in a fast-paced, financial services environment.

Knowledge and experience with vendor and enterprise risk management.
