AIM OF THE ROLE:
The role is to lead on two main service areas: The Trust’s Internal Transport and Non-Emergency Patient Transport Service (NEPTS). Internal Transport is managed by the Trust directly; this requires leading and managing the team, overseeing the day-to-day operations, fleet management, and providing a transport service to the Trust between two sites and the local NHS Communities, CCGs, and GPs sites.
NEPTS is outsourced through an appointed Contractor. The role in this area is to manage the service contracts, internal stakeholders' (Clinical Divisions) engagement in using the service, budget monitoring, and procurement compliance. This scope of work also includes any other specialist transport services such as HDU and Mental Health.
Both services are critical to Trust’s non-clinical and clinical operations affecting patient care and business. The role requires high professional standards, ensuring good practice and compliance with all key legislative and health & safety requirements and standards, codes of practice, and regulations.
Key working relationships:
The post holder is accountable to the Director of Operational Estates & Facilities and responsible to the Head of Sustainability for duties and reporting aspects.
The post holder will have full line management responsibility for the Transport Supervisor and all the Drivers within the Internal Transport.
To deliver the service, the post holder is also required to work with the following key stakeholders:

The Hillingdon Hospitals NHS Foundation Trust is the only acute hospital in the London Borough of Hillingdon and offers a wide range of services, including accident and emergency, inpatient care, day surgery, outpatient clinics, and maternity services. The Trust’s services at Mount Vernon Hospital include routine day surgery, delivered at a modern treatment centre, a minor injuries unit, and outpatient clinics.

We are making progress by working in partnership with local GPs, charities, community services, academic partners, our local authority, neighbouring hospitals, and the wider North West London Integrated care system, and ensuring that we listen and work in partnership with our local population. MAIN TASKS AND RESPONSIBILITIES:
1. Key Service Area – Internal Transport• To ensure an effective transport service is provided on duties varying from clinical waste collection, GP & Clinics courier rounds, goods in general, and non-emergency patient movements; this also includes running a mini-bus service between the Hillingdon and Mount Vernon sites and transporting goods, stock, medical records, scans & x-rays, post, medical equipment, blood & blood products, surgical instruments, Isotopes, patient transfers primarily around the local area, sometimes to further locations.
- To organise cover for absences of staff on the different duties, provide line management for the Transport Supervisor and Drivers, and oversee daily rota planning.
- To ensure that all the driving team is compliant with national mandatory and Trust’s departmental training courses.
- Ensure that staff follows the correct uniform/dress code as required by the Trust, and take account of infection control guidelines.
- To ensure that the team maintains a high standard of customer care and communication is maintained at all times.
- To plan and achieve the safe transportation of passengers (patients and staff), goods, post, and medical products to and from destinations in and around the South East of England, plan routes, adjust for road and traffic conditions, and to maintain a high standard of coordination and sensory skills for driving, and supervise the drivers and third-party transport suppliers to meet these requirements.
- You will be expected to check that weekly vehicle safety checks have been undertaken by the drivers and maintained by Transport Supervisor and that all records are up-to-date, check reported/recorded faults, and arrange for the cleaning of vehicles, as required. To keep vehicles in a legal and roadworthy condition at all times, arrange MOT, service bookings and collect road fund licences.
- To maintain the vehicles' lease register and management for replacement vehicles and hand back lease expired vehicles.
- To book in for insurance repair and internal body repair when required, arrange replacement vehicles, complete all relevant documentation, and file with vehicle documents.
- To keep up to date with regard to any new requirements/legislation relating to areas of work (mapping, NHS information, intranet, internet, email, DVLA & Highway Code, etc).
- To maintain a full valid UK driving licence and report immediately any endorsement placed upon your licence or the drivers upon removal of licence for medical or legal reasons. To ensure the driver holds the correct class of licence for the task allocated and their logs are complete.
- Responsible for the vehicles & equipment, safe carriage of goods, specimens, and passengers as part of all duties.
- To ensure that drivers adhere to Policies and Procedures for patients and specimens/goods during any journey, train in ADR (the transport of dangerous goods) if required.
- Produce Dos and Don’ts a best practice guide for all transport drivers for all vehicle types.
- To report all accidents, traffic offences, and unusual occurrences as promptly as possible, no later than 24 hours in writing.
- To undertake investigations for any Incidents (Datix) and report with actions to improve.
- To ensure procedures are carried through with regard to spillages fluids or goods and ensure that these events are reported and recorded. To identify threats to safety (patients, staff, or work environment) and eliminate and/or reduce those threats by self-risk assessing the situation and or informing other support staff, to arrange formal risk assessments.
- To arrange insurance claims, undertake documentation, check and forward to Trust insurance brokers and arrange repairs to vehicles if required. To deal with third parties, police, and own staff to aid a prompt solution to events.
- To arrange the undertaking of sensitive pathology (and mortuary) duties between Hospitals, with all procedures to be adhered to for this task, and that mortuary records are completed at each Hospital, with care and respect for the task being undertaken.
- To coordinate the timely, safe transfer of Isotopes, whilst complying with “The carriage of Dangerous Goods (Amendment) Regulations 1999 (SI 303)”.
- To keep up to date with all clinical waste ADR data both manual and electronic systems. To produce quarterly data for invoicing and support clients’ requests.
- To follow all procedures for protection regarding Personal Protective Equipment (PPE, uniform, and suitable footwear) and occupational health immunisation. To ensure that the staff who are being requested to carry out tasks are fully instructed and protected against any risks relating to the job and that PPE is provided and staff is instructed in its use.
- Working hours will vary from time to time as the demands on the service change. Reasonable flexibility will be required at all times in order to provide a timely service.
- To undertake any other duties that you may reasonably be expected to do as part of your employment.
