Security Guard
86-88 Blenheim Crescent (BC), West Ruislip, Middlesex, London HA4 7HB.
1. INTRODUCTION
FAR Group requires a security guard to work with a team at the 86-88 Blenheim Crescent (BC), West
Ruislip, Middlesex, London HA4 7HB. Blenheim Crescent is a British MoD facility consisting of four
buildings provided to various agencies of the United States government and an element of the
Canadian military. The major tenants are international offices of the U.S. Air Force, Navy, and Army
research enterprises whose general missions are to find and fund international science and
scientists to support the U.S. Department of Defense's technological objectives. Those particular
offices are referred to as Edison House at Blenheim Crescent.
2. Requirements

• United Kingdom or US Citizenship proof (passport or ID)
• United Kingdom Security Vetting (UKSV) Security Clearance (SC).
• registered with the Security Industry Authority (UK)
• completed required training by the Securities Industry Association.
• Alcohol and Drugs - The consumption of alcohol or illegal drugs while on duty is strictly

prohibited.

• obtain any on-site, site-specific required training as directed by the Site Commander within 30

days of starting work to include Anti-terrorism training.
3. Duties:

• Alarm Monitoring - A centralized alarm system for BC exists at the BC site. The security guard

will
be responsible for monitoring the alarm system 24 hours a day and 7 days a week. The alarm
system may comprise of, but is not limited to fire and security alarms. Fire and security alarms will
be dispatched as appropriate.

• Alarm Response - Guards are responsible for recognizing and providing adequate/appropriate

response to an emergency situation generated by an alarm at the monitoring panel or is a result of
a legitimate emergency communication from a credible source. Guards are expected to assist with
fire evacuations and ensure gates to BC be opened all the way to allow dispatched fire rescue to
enter BC without delay.

• Closed-Circuit Television (CCTV) Monitoring - A centralized monitoring station exists for BC

and
the BC site. Security guard will be responsible for monitoring the CCTV for BC 24 hours a day and 7
days a week and will proactively monitor the CCTV to identify and call/notify proper authorities to
prevent suspicious criminal activity (i.e. damage, sabotage, espionage, theft, unauthorized access,
etc.) directed against the facilities, grounds, property and personnel before it occurs.

• Patrols - Patrols will provide a proactive presence, act as a deterrent, and focus on identifying

and preventing suspicious criminal activity (i.e. damage, sabotage, espionage, theft,
unauthorized access, etc.) directed against facilities, grounds, property and personnel before it
occurs. The security guard need to cover by patrolling the BC site both externally and internally
24 hours a day and 7 days a week as well as maintaining security posture of the facility by
turning off lights, closing windows, and locking and securing doors and gates. Security guard
shall notify the Site Commander and proper authorities if they encounter pressing safety
hazards or maintenance problems.
Entry Control - BC has restricted access. During regular duty hours and days, access is
continuous at vehicle and pedestrian gates. After hours, access at gates is on demand and
occurs by request. Regular duty hours and days are typically 0600 - 1800, Monday through
Friday.
The security guard will be responsible for monitoring and controlling all traffic entering and
exiting the area. The security guard will ensure only authorized personnel are allowed on site.
This shall include the verification of vehicle and individual identity credentials before granting
access. Vehicle and personnel searches may occur at the vehicle and pedestrian gates.
Reception Area - The security guard shall be responsible for issuing visitor badges after
verifying the relevance and legitimacy of the visit with the host. The security guard shall keep a
log of all visitors entering and exiting the facility. If requested by the Site Commander individual
searches may be required.
The security guard is responsible for answering the government provided landline and
contractor provided mobile phone. They are also responsible for collecting mail directed to the
facility from the British Post and delivering mail to the intended recipient's office for collection.

• Random Anti-terrorism Measures (RAMs) - The guard will conduct RAMs throughout

every month as instructed by designated Anti-Terrorism Representatives (ATRs). All of the
above requirements in section 1.3 may be augmented through the use of random antiterrorism
measures. Examples include extended foot patrols, vehicle searches, enhanced ID checks, etc.
Random anti-terrorism measures are influenced by the Force Protection Condition (FPCON)
level.
4. STANDARD OPERATING PROCEDURES (SOPs)
Badge Check-in/Check-out procedure
When a guest presents themselves at the gate and does not have a proper BC badge, the
security guard should request the reason for entrance of BC. The following are
procedures of what should be done after asking the guest the reason for entrance of BC.
 If the guest has an identification (ID) appointment or Canadian appointment, the
security guard will request to hold onto the ID while the guest is at BC.
 The security guard will then file the ID away in an organized ID box at the entrance.
 The security guard then fills out the BC Entrance Log (BCEL) provided by the Director of
Base Operations (DBO).
 After filling out the BCEL, the security guard will give them a red lanyard with an access
card.
 Once the guest returns to the entrance, the security guard will receive the red lanyard back
and then give the guest their ID back. They will then complete the BCEL by writing down
the time that guest has left.
 If the guest is a contractor and requires access to the buildings, they will be directed to the
main security desk for further instructions on getting a pass. The entrance security guard
should inform the security desk of the inbound guest via radio.
 Once the guest arrives at the main security desk, the security guard will then request the
reason for entrance of BC.
 If the guest is a contractor and scheduled to work in the building, the security guard will
request to hold onto the ID while the guest is at BC.
 The security guard will then file the ID away in an organized ID box at the entrance.
 The security guard then fills out the BCEL provided by the DBO.
 After filling out the BCEL, the security guard will give them a green contractor lanyard with
an access card.
 Once the guest returns to the entrance, the security guard will receive the green
contractor lanyard back and then give the guest their ID back. They will then complete the
BCEL by writing down when that guest has left.
 The security desk will then inform the entrance security guard via radio, that the guest is
leaving BC.
 If the guest is a contractor, but does not need access inside of the buildings, they will be
directed to the main security desk for further instructions on getting a pass. The entrance
security guard should inform the security desk of the inbound guest via radio.
 Once the guest arrives at the main security desk, the security guard will then request the
reason for entrance of BC.
 If the guest is a visitor with a CAC or another military ID, the security guard will fill out the
BCEL provided by the DBO.
 After filling out the BCEL, the security guard will give the guest an orange contractor
lanyard with no access card.
 Once the guest returns to the security desk, the security guard will receive the orange
contractor lanyard back and then give the guest their ID back. They will then complete the
BCEL by writing down when that guest has left.
 The security desk will then inform the entrance security guard via radio, that the guest is
leaving BC.
 If the guest is a contractor, but does not need access inside of the buildings, they will
be directed to the main security desk for further instructions on getting a pass. The
entrance security guard should inform the security desk of the inbound guest via
radio.
 If the guest has a different type of appointment or job, they will be directed to the main
security desk for further instructions on getting a pass. The entrance security guard should
inform the security desk of the inbound guest via radio.
 Once the guest arrives at the main security desk, the security guard will then request the
reason for entrance of BC.
 If the guest is a visitor with a CAC or another military ID, the security guard will fill out the
BCEL provided by the DBO.
 After filling out the BCEL, the security guard will give the guest a green visitor lanyard with
an access card.
 Once the guest returns to the security desk, the security guard will receive the green
visitor lanyard back and then give the guest their ID back. They will then complete the BCEL
by writing down when that guest has left.
 The security desk will then inform the entrance security guard via radio, that the guest is
leaving BC.
 If the guest says they are here to meet someone, the security guard will inform the
guest that the person they are meeting with will need to inform the security desk
before they are allowed onsite.
 Once the security desk radios in and confirms that the guest is allowed on site, the
entrance security guard can now let the guest onto BC and will instruct them to go to the
security desk.
 Once the guest arrives at the main security desk, the security guard will request to hold
onto the ID while the guest is at BC.
 The security guard will then file the ID away in an organized ID box at the entrance.
 The security guard will then fill out the BCEL provided by the DBO.
 After filling out the BCEL, the security guard will give the guest a yellow visitor lanyard with
no access card.
 Once the guest returns to the security desk, the security guard will receive the green visitor
lanyard back and then give the guest their ID back. They will then complete the BCEL by
writing down when that guest has left.
 The security desk will then inform the entrance security guard via radio, that the guest is
leaving BC.
 If the guest says they are here to meet someone, the security guard will inform the
guest that the person they are meeting with will need to inform the security desk before
they are allowed onsite. 5.1.6.1. Once the security desk radios in and confirms that the
guest is allowed on site, the entrance security guard can now let the guest onto BC and
will instruct them to go to the security desk.
 Once the guest arrives at the main security desk, the security guard will request to hold
onto the ID while the guest is at BC.
 The security guard will then file the ID away in an organized ID box at the entrance.
 The security guard will then fill out the BCEL provided by the DBO.
 After filling out the BCEL, the security guard will give the guest a yellow visitor lanyard with
no access card.
 Once the guest returns to the security desk, the security guard will receive the green visitor
lanyard back and then give the guest their ID back. They will then complete the BCEL by
writing down when that guest has left.
 The security desk will then inform the entrance security guard via radio, that the guest is
leaving BC.
Unauthorized Access

• Security guards should do their best to prevent someone trying to get onto BC via one of

the entrances without properly going through check-in procedures. If they are able to
stop the individual, they should proceed to follow the above steps.

• If security is unable to stop the individual, they should immediately radio the security

desk to inform them of a gate runner.

• Once the security desk has been informed, they should make an announcement over

the public announcement (PA) system to inform all of the tenants of the situation.

• The security desk should then call the police for help. They should be monitoring the

CCTV cameras to gather information about the gate runner to give to the police over the
phone.

• The entrance security guard should then go back into the entrance security shack and

lock the door and windows to it and await the police for further instructions.

• If the individual leaves before the police arrive, the guards should then close the gates

to ensure it does not happen again until the police arrive.
Suspicious Activity (Exterior)

• If security is notified or notices any unfamiliar or suspicious activity outside of BC, they

should immediately notify the police.
Active Shooter
In the event of an active shooter that happens at the entrance gate, the entrance security guard
should barricade themselves into the security shack to prevent the gunman from entering. They
should radio the security desk of the active shooter and call the police if able and can safely do
so. Once the police have been called, this should be communicated via radio to the other
security guards.

• If the security desk is able to be informed on time, they should announce on the PA

system an active shooter on the premises and monitor the CCTV of where the gunman is
headed. If able to safely do so, the security desk should be instructing over the PA
system where the gunman is headed so that individuals can either RUN from BC through
a safe exit, HIDE and barricade themselves in the office, or be prepared to fight.
In the event of an active shooter that happens inside BC, once security is notified of the event,
They should then analyze the situation of what to do next.

• If the security desk hears the shots fired distant enough from the desk, they should

announce on the PA system of an active shooter on the premises. From here, they
should either RUN or HIDE and barricade themselves in an office. If able and can safely
do so, they should call the police.

• If the security desk hears the shots fired in proximity to the desk, they should either RUN, or

HIDE and barricade themselves in an office. If able and can safely do so, they should call the
police.
Security should not engage the shooter unless it is to protect their own life.
Fire Evacuation

• When a fire alarm is activated, the entrance security guards should lower all barriers

and open all gates. This will allow any emergency vehicle to enter BC without delay.

• Security personnel should then evacuate with the tenants to the designated waiting area.

Escort Privileges

• At all times, security must see badges on anyone that is on BC property.
• If security does not see a badge/lanyard around someone, they must ask them to show their

badge. If they are unable to do so, the security guard should escort the guest off the
property until they can get a confirmation from someone inside of BC that is allowing the
person to be there.
 If the individual is able to show a valid badge, they can let them carry on.

• If security notices someone with an orange contractor lanyard, they must inform them that

They cannot be inside the building. Failing to comply will result in being removed from BC
for the day.

• If security notices someone with a yellow guest lanyard, they must inform them that they

cannot be inside the building without an escort. Failing to comply will result in being
removed from BC for the day.

• If security notices someone with a red lanyard outside of the designated area red lanyards

allow, they must inform them they need to remain in the authorized areas. Failing to comply
will result in being removed from BC for the day.
