Post No. POSN002881 - Procurement Officer

An exciting opportunity has arisen for a Procurement Officer post within the Strategic Procurement Team at Newport City Council. This is an excellent opening to join a progressive procurement team, working with Senior Procurement Officers to deliver the Council’s procurement work plan, ensuring that service areas are supported in the implementation and delivery of procurement projects. You will be supporting the aims of the Council’s Procurement Strategy, ensuring compliance with Contract Standing Orders and the Council’s Procurement Gateway process. The Procurement Officer will manage electronic tendering processes, ensuring procurements and associated tasks are undertaken to a high standard and on time. Working within regulation, you will guide and assist officers in conducting procurements across the Council, providing training and support as required.

This is an opportune time to join our Procurement Team and help support our drive to embed social value into our procurement process, and work with service areas to ensure our contracting activity captures the best social value outcomes for the Council and our residents. We also have a real opportunity to help the Council achieve its ambition of being carbon net zero by 2030, where procurement and third party spend accounts for approx. 52% of our total carbon footprint. By working with service areas to redesign contract specifications and service delivery, you will be instrumental in helping deliver on this exciting agenda and make a real difference in our climate change ambitions. The post is a key role in securing efficiencies for the Council as well as supporting our collaborative working with regional delivery groups.

Applicants should have experience working within a procurement environment, ideally within the Public Sector, and good knowledge and understanding of the Public Contract Regulations. Experience of electronic tendering and good IT experience is essential.

Benefits include a generous annual leave entitlement, professional development, flexible and agile working, an employee reward scheme and free on-site parking. Whilst this post is offered on a full-time basis, Newport City Council are a flexible employer and appreciate the importance of having a meaningful work-life balance.
