We’re looking for a Registered Manager to;
- Ensure that our strong values are upheld across the team in all that we do
- Take the lead on quality compliance by continually reviewing how we can meet and exceed CQC standards
- Work closely with our Directors and Seniors to support the day to day service provision

1. Purpose Of Job:
- To be the Registered CQC Manager for the company.
- In partnership with the Directors and senior management team to be responsible for the operational day-to-day management of the service ensuring Tess cic’s continued compliance with relevant legislation and regulation.
- To ensure excellent standards are maintained within the team.
- To maximise the performance of staff, ensuring that all understand the ethos and values of Tess cic, their roles and responsibilities.
- To ensure all staff are fully supported.
- To ensure the best use of available resources by delivering positive outcomes for individual customers and their families, giving each customer the strongest voice with regards to decision making and lifestyle choices.
- To provide a person-centred service to adults with disabilities, primarily with a learning disability, giving each customer the strongest voice with regards to decision making and life style choices.
- To ensure all contractual obligations are met.
- To liaise with other partner organisations and commissioners whilst considering the demands of political policy and local circumstances.

2. Main Responsibilities, Tasks & Duties
Compliance
a To ensure the service meets, and indeed exceeds, the Government’s requirements under the Health & Social Care Act 2008 (Regulated
Activities) Regulations 2014 (Part 3)
b To ensure the service meets the requirements under the Care Quality Commission’s Single Assessment Framework.
c As CQC Registered Manager you are:
- The key contact for CQC.
- Familiar with CQC’s new approach to inspection and notification requirements
- Responsible for the maintenance of your own registration
- Responsible for ensuring the service complies with relevant regulation
- Responsible for submitting notifications of events and incidents to CQC in a timely manner
d To ensure all contractual obligations are met
e To at all times deliver a service which operates within Tess policies, procedures and current legislation
f To be responsible for annual updating of all Tess Policies and Procedures ensuring that they are compliant with current legislation
Service Delivery
a To ensure the delivery of person centred care/support services that promote independence, choice and dignity to empower people to live as independently as possible.
b To ensure the delivery of safe, personalised services to each individual customer through a robust assessment, person centred care planning and regular outcome focused reviews of services delivered. Including liaising with the appropriate external professionals, agencies and families
c To maintain a high quality service working in partnership with colleagues to manage services.
d To monitor the use of robust systems and procedures including data security and protection
e To ensure that all new referrals are responded to in a timely manner in line with contractual and organisational timescales.
f Working in partnership with colleagues to oversee the co-ordination of all staff across all areas.
g Working in partnership with colleagues to deliver services that ensure the organisation’s duty of care to the customer and staff providing the service.
h To ensure good communication and links with all stakeholders with regard to the provision of services including commissioners, customers, relatives, social work teams etc.
i Attend meetings, writing reports and delivering presentations to a variety of audiences.
j To be a part of the supervision and appraisal of staff
k To contribute to ensuring the provision of an effective out of hours on-call service.
l To ensure that systems are in place to manage and monitor compliance in relation to health and safety, risk management and regulatory compliance and in accordance with the organisation’s policies, procedures, national and regulatory bodies
m Working in partnership with colleagues, manage the services within company strategies including the implementation of management information system rostering and audit requirements
Service Development
a In partnership with the company directors contribute to the strategic development of the organisation and assist with the identification and development of strategies for the planning and delivery of quality, innovative services.
b In partnership with the company directors grow and develop services through increasing delivered hours and maximising referral opportunities.
c Attend meetings, writing reports and delivering presentations to a variety of audiences.
d To attend and contribute to Senior Management Team and Board Meetings.
e To liaise with the Tess Council and implement their suggestions in consultation with the directors.
f To implement policy ensuring that appropriate action is taken with all comments and complaints so that these lead to improvements in the service
Team Management and Leadership
a To be a part of the supervision and appraisal of staff
b Working in partnership with colleagues, to ensure that there is a coordinated and consistent approach to service provision that is cost effective and efficient making the best use of allocated resources.
c To work with directors to identify recruitment needs and develop plans to ensure the service is appropriately resourced with capacity for growth.
d To be routinely involved in a range of human resources/staff management duties including:
- Workforce Planning to agreed KPIs
- Rostering
- Recruitment and selection
- Training - ensuring the ASC-WFDS is updated and mandatory training allocated to all staff
- Supervision, Appraisal
- Disciplinary/Capability procedures
- Absence Management
e To ensure that staff are trained for their roles and responsibilities and that all groups of staff within the team have access to appropriate training and learning opportunities.
f To establish excellent communication with the staff team to ensure that everyone can contribute to operational and strategic developments e.g. through staff team meetings (both full and in local areas) and supervisions.

g To put in place systems to ensure healthy working practices and that staff receive relevant information to fulfil their health and safety responsibilities.

Policies and Procedures
a To be aware of changes to the law and regulations and which policies they will impact.
b Support the Directors to ensure the organisation’s compliance to these changes- to write and implement new policies and directives and review and update those already operational.
c Ensure all employees have received, read and understood all Tess cic’s policies and procedures, in particular in relation to their own responsibilities
Quality Assurance
a Working in partnership with colleagues to ensure the implementation and maintenance of an effective quality assurance programme to promote high quality, best practice and continuous improvement of services in line with
Tess cic’s Quality Assurance Policies.
b Working in partnership with colleagues to ensure that services are delivered effectively and efficiently. To have clear monitoring procedures and processes in place to ensure standards are continually met.
c To ensure good and safe practice in all activities relating to customer care by putting systems in place to guide, monitor and evaluate care and services provided.
d To resolve all complaints in accordance with Tess cic’s Complaints Policy.
e To ensure the recording of all compliments in accordance with Tess cic’s
Compliments Listening and Learning Policy.
f Working in partnership with colleagues to evaluate services through regular review , annual customer questionnaires, analysis of complaints & compliments etc.
g To implement Tess cic’s Quality Calendar to continuously improve services, care and support.
h To liaise with the Tess Council and implement their quality improvement suggestions in consultation with the directors.
Resource Management
a In partnership with the Directors and senior management team ensure efficient financial administration of the services delivered, through the effective deployment of staff and budgets.
3. Personal Performance and Development

- Work in a way that meets the statutory requirement of employees under Health & Safety at Work.
- Adhere to the Code of Conduct for Healthcare Support Workers and Adult Social Care Workers in England and staff handbook
- In the course of your work you should ensure work is recorded accurately and appropriately in compliance with policy and procedure and the requirements under the Data Protection Act 2018 (GDPR).
- In the course of your work you should ensure that the individuals’ dignity, personality and choices are respected, that all work undertaken with individuals is person centred.
4. KNOWLEDGE AND SKILLS
- Ideally a minimum of four years’ experience preferably within the field of learning disability and a minimum of two years management experience.
- Formal management qualifications eg Level 5 Diploma-Leadership in Health and Social Care, or a willingness to work towards the qualification
- You will possess a caring and supportive attitude towards others which is founded on respect.
- You will have an effective work style which is responsive, participative and creative.
- Excellent communication skills, both written and verbal particularly relating to sensitive and effective communication with customers and their carers
- Demonstrate good time management and be IT literate
- Demonstrates an understanding of budget management.
- Demonstrates the ability to work constructively with people across the organisation and relevant external partners
- Able to demonstrate personal resilience in the face of constant change and conflict
- Able to deal with multiple deadlines and competing priorities
- Ability to move quickly across a geographically dispersed area with limited access to public transport
5. GENERAL
