Job description

At the newly formed Department for Energy Security and Net Zero, we provide dedicated leadership focused on delivering security of energy supply, ensuring properly functioning markets, greater energy efficiency and seizing the opportunities of net zero to lead the world in new green industries. The Department for Energy Security and Net Zero is focused on the energy portfolio from the former BEIS.

This year, the department will focus on easing the cost of living and delivering financial security by bringing down energy bills and keeping them down - better insulating consumers from external impacts. Longer term objectives include ensuring properly functioning energy markets; coordinating Net Zero objectives across government; and bringing external delivery expertise to bear on its portfolio of major projects.

This is a fantastic opportunity to become part of the Energy Security & Net Zero team and our exciting mission, to ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production. Joining the Department for Energy Security & Net Zero means helping the UK seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries. This will include passing the Energy Bill to support the emerging Carbon Capture, Utilisation and Storage (CCUS) and hydrogen sectors; updating the governance of the energy system; and reducing the time taken to consent offshore wind.

The team:

Hydrogen is one of a handful of new, low carbon solutions that will be critical for the UK’s transition to Net Zero. As part of a deeply decarbonised, deeply renewable energy system, low carbon hydrogen could be a versatile replacement for high-carbon fuels used today – helping to bring down emissions in vital UK industrial sectors and providing flexible energy for power, heat, and transport.

This exciting role will sit in the Hydrogen and Industrial Carbon Capture (HICC) Directorate, in the newly formed International Hydrogen Team. The team leads our strategic thinking on how to position the UK internationally in ways that both support our domestic objectives and demonstrate leadership in developing a global hydrogen economy. We actively work with other teams in the directorate responsible for developing policy and delivery processes to enable the deployment of hydrogen production and industrial carbon capture in ways that maximise the carbon reduction and economic benefits to the UK.

The successful postholder will support the development of the UK Hydrogen Strategy and help meet the stretching ambition of up to 10GW of low carbon hydrogen production capacity by 2030. Specifically, as part of broader work to understand our trajectory to 2030, further work is required to understand the potential role and impact of imports and exports on domestic hydrogen production and how this would interact with our wider programme of policy development.

Person specification

This role will include leading on a number of activities, including but not limited to:

  • Supporting the overarching hydrogen production strategy workstream, as we look to understand potential routes to 10GW production capacity by 2030, including the blend of technologies needed to reach this ambition and the impacts of our choices;
  • Supporting the development of a hydrogen trade strategy, working closely with colleagues from across the Department and Whitehall, the Devolved Administrations, academia, and industry to understand the impacts on – and opportunities for – domestic production;
  • Engaging with a wide range of external stakeholders from industry, academia and beyond to understand risks and opportunities to inform government policy direction;
  • Interpreting qualitative and quantitative evidence to develop policy recommendations, communicating complex issues in straightforward ways to senior decision makers (SCS, ministers) through written and oral briefing;
  • Helping draft high level government publications to ensure they clearly and effectively reflect the UK's hydrogen production strategy.
