Main Purpose of the Job:

• Reporting to the Aerodrome Operations Manager (AOM), the Aerodrome Operations Stand Planner (AOSP) has the functional responsibility of achieving the Aerodrome Operations mission statement in delivering a safe, efficient and compliant operation which makes best use of available infrastructure, balancing the needs of all stakeholders.
• The AOSP has responsibility for ensuring the efficient allocation of aircraft stands on a tactical basis, maximising available capacity and communicating operational decisions with Aircraft Operations and Ground Handlers in accordance with the LCY Aerodrome Manual, Airside Operating Instructions, and procedures.

Main Tasks, Roles and Responsibilities of the Job:

• Undertake roles and responsibilities within the Aerodrome Operations team in manner which reflects both the team’s high-performance culture and is aligned to organisational values. Deliver the operational plan and identify opportunities for continuous improvement within the team. Deliver excellent airline and passenger service, supporting the drive for On-Time Performance (OTP) standards. Complete duties as assigned by the AOM.
• Complete Aerodrome Operations Control responsibilities and duties in accordance with procedures and instructions.
• Coordinate with fellow AOSPs as well as the Senior Aerodrome Operations Officer (SAOO) and Aerodrome Operations Officers (AOOs) to ensure tasks are carried out. Ensure the AOM is kept fully briefed about the changes in the day-to-day operational status of the aerodrome.
• Complete and submit safety and occurrence reports (Including MOR’s) using the Centrik reporting system for onward analysis and investigation by the SAOO, the AOM, the Head of Aerodrome Operations (HAO) and the Safety Unit. Provide a first line of response to any incident or accident occurring airside including liaison with internal departments and external stakeholders. Where trained to do so, render first aid as and when required. Ensure accident reports are completed in a timely fashion.
• At a tactical level, dynamically manage and monitor the allocation of aircraft stands and gates, taking into consideration total airport capacity, total aircraft stand capacity, individual aircraft stand capacity relating to maximum aircraft dimensions that that aircraft stand can accommodate, runway occupancy, peak demand and flow restrictions, caused by low visibility and other environmental and operational factors, CTOTs and other factors.
• Notify Aircraft Operations of imminent inbound aircraft in a timely manner to ensure stands are able to be prepared for their arrival.
• Seek to achieve the most operationally efficient aircraft stand and gate plan, given all external factors, as far as is reasonably practicable. This shall include reducing operational disruption, improving the passenger experience, and fulfilling customer airline requests, as far as is reasonably practicable. Support the Aircraft Operations team in achieving efficient and on-time aircraft turnarounds.
• Exercise positive control over all aircraft stands and gates. Be the point-of-contact between Aerodrome Operations and Aircraft Operations, Ground Handlers and customer airlines for all matters relating to the allocation of aircraft stands and gates. Coordinate changes to previously allocated aircraft stands and gates to ensure disruption is minimised.
• Exercise control over all aircraft movements operating into, and out of the airport. Ensure that all airport systems, including FIDS, Veovo, RMS and CFMU are accurately updated to provide correct information to airport departments, external stakeholders including Ground Handling Service Providers (GHSPs) and customer airlines as well as passengers. Ensure aircraft registrations are updated correctly either manually or via automated systems.
• Complete administrative tasks including, but not limited to updating the AO database, wildlife strike reports, issuing of NOTAM’s.
• Communicate impact, disruption and general information relating to the operation in a timely manner to internal and external stakeholders.
• Manage ad-hoc aircraft slot requests from ACL. Act as the out-of-hours approver for ad-hoc aircraft slot requests through ACL OCS. Assess available aircraft stand capacity, coordinating with the Jet Centre and the AOM as appropriate to decide on whether additional aircraft can be safely accommodated, whilst maximising potential revenue generating opportunities. Responsible for updating airport systems with correct information for billing purposes.
• Ensure that key operational data such as registrations, call signs and passenger figures are correct. Update IT systems including Veovo, RATT and RMS are updated on a regular basis. Review systems for accuracy and that delay codes, where used, are correct. Review data for accuracy to ensure that the airport correctly bills users in accordance the LCY Fees and Charges document, maximising available revenue streams.
• Assess the operational impact and subsequently approve or deny ad-hoc movement requests. Facilitate aircrew ab-initio and on-going training through the coordination of training flights at the airport. Support aerodrome inspection and certification activities through AGL and ILS inspection and calibration flights. Encourage the efficient use of available slots and runway occupancy to develop route portfolios.
• Coordinate aircraft towing to maximise airfield capacity between Aircraft Operations, customer airlines, aircraft engineers and their representatives. Ensure that aircraft are towed and repositioned in accordance with Implementing Regulation (EU) 932/2012 (as amended), the Rules of the Air 2015 (as amended), the Air Navigation Order (ANO) 2016 (as amended), CAP 642 – Airside Safety Management, the LCY Aerodrome Manual and Procedures/Instructions.
• Minimise the risk to personnel and passengers working on the apron by allocating, so far as is reasonably practicable, aircraft to aircraft stands in a manner to reduce exposure to jet blast, propeller wash, excessive noise, fumes and other hazards in accordance with CAP 642 – Airside Safety Management, the LCY Aerodrome Manual and Procedures/Instructions.
• Responsible for the day-to-day management of the airside bussing contract ensuring the provision and availability of a bussing service during aerodrome operational hours. Monitor the welfare of airside bus drivers throughout.
• Ensure that bus drivers are allocated tasks fairly in order to minimise the risk of fatigue.
• Coordinate airside bus driver rest breaks to ensure to continuous availability to support the LCY Crisis Response Plan.
• Responsible for reporting any shortfalls in manning and equipment relating to airside bussing to both the AOM and the Head of Aviation Fuel and Motor Transport. Further responsible for undertaking assessments operational and business impacts relating to bussing shortfalls and implementing operational changes to minimise the impact upon customer airlines and passengers in accordance with the Aerodrome Operations Contingency Plan.
• During periods of operational disruption, lead-on issuing information to the Airport Duty Manager (ADM), Aircraft Operations, ground handling and customer airlines and aircraft operators including changes to STA/STD, movement details, cancellations, diversions from the airport, ad-hoc or re-routed flights. Assist in operational decision making by the ADM/AOM by providing up to the minute information relating to airport capacity and expected movements.
• Manage business continuity and recovery plans in response to incidents, accidents and other circumstances that disrupt the operation of the airfield in accordance with the LCY Crisis Management Plan and the Aerodrome Operations Contingency Plan. This includes managing to best effect the available aircraft stand capacity with Ground Handlers and Aircraft Operations, as well as implementing flow restrictions via ATC for arriving aircraft.
• Liaise closely between Aerodrome Operations, internal airport departments and external stakeholders to foster cooperation in all areas, particularly with regards to airside safety, the efficient utilisation of aircraft stands and the provision of aerodrome and flight information. Deliver a customer focused and professional service responding to customers’ needs and concerns.
• Develop solutions with due regard to safety, operational and environmental constraints. Play an active role within the change management process, including liaison with internal airport departments and external stakeholders, such as ATC. Develop and produce written documentation including risk assessments, Procedures and Instructions. Implement and review changes in cooperation with the Aerodrome Operations Training Manager.
• Support the Snow Cell in accordance with the LCY Winter Operations Plan. Undertake snow clearance activities from the Snow Cell through effective administration and timely assistance, including but not limited to operating winter equipment, staff welfare, supplies and logistics as required.
• Support the AOM in fulfilling their role as the Operational Lead during an incident or emergency occurring at the airport. Coordinate with other airport departments such as the ARFFS, Aircraft Operations and Terminal to ensure the continued safety and wellbeing of passengers and staff at the airport. Ensure that actions are carried out in accordance with the LCY Crisis Response Plan.
• Support the delivery of training.
• Where trained to do so, act as an On the Job Training Instructor (OJTI) or mentor for Aerodrome Operations personnel within your area of expertise. Deliver training as part of the Aerodrome Operations Training Needs Analysis and the Aerodrome Operations Maintenance of Competency Scheme.
• Engage with the LCY Continuous Improvement (CI) team to support the roll-out and implementation of Airport Collaborative Decision Making (A-CDM) and other associated projects. Conduct analysis and optimise the allocation of aircraft stands and gates to maximise capacity, OTP and efficiency. Provide technical and subject matter expert advice on aircraft stand and gate allocation at the airport.
• Support AOO duties when required.
• Under the direction of the Head of Aerodrome Operations (HAO) and the Continuous Improvement (CI) team develop strategic aircraft stand and gate plans to understand and forecast available aircraft stand and gate capacity long-term, or when considering airfield or terminal works. Highlight key risks to business development and continuity for consideration by the LCY Executive and Leadership teams.
• Complete any other reasonable duties as requested/instructed by the AOM including working outside of normal aerodrome operational hours, such as night work.
• Data and report analysis for regulatory bodies such as EuroControl and UK CAA, including capacity assessments.

• Current Airport Operational experience.
