The Inclusion and Opportunity service provides support, advice and challenge on behalf of vulnerable pupils. Our teams work closely with schools, settings and colleges to promote positive outcomes for children and young people who are vulnerable to underachieving due to wider circumstances and complexities in their life.

There is an exciting opportunity to join the Alternative Education Service supporting children and young people by commissioning high quality education for children who will otherwise not receive a full-time education. The team has the responsibility for discharging the Local Authorities duties under Section 19 of the Children’s Act and will work with pupils who are mostly not on a school roll. For Section 19 Officers most of the work would include case work, identifying and sourcing offsite educational packages for primary, secondary and students with SEND.

NCC Children’s Services has a statutory duty to provide educational support to children unable to attend school for significant periods of time where they have been signed off school by a medical professional. This post will have specific responsibility for students who have Medical Needs that prevent them from accessing education.

Successful candidates will have the opportunity to work alongside the Alternative Education Service Manager as policies and procedures are embedded to ensure the Local Authority is compliant with its statutory duties for both educational provision and the welfare of these pupils.

With relevant experience / qualifications, you will need to demonstrate knowledge and understanding of children’s and pupils needs how and how to plan a high-quality education package, and the tenacity and determination to ensure the team achieves positive outcomes for children and young people. This role will involve working across different teams when advocating for pupils’ needs, and effective communication skills to develop existing relationships and partnerships will be an integral part of the role. Experience within Education and/or Health is essential.

Norfolk County Council supports flexible and smarter ways of working, within the needs of the service.
