Procurement Category Manager – Commissioning & Culture

As a council that spends over £320 million a year with about 2,500 suppliers, we fully recognise the contribution that effective, forward-thinking and innovative procurement practices bring, especially as budgets become increasingly tight and demographics continue to change.

As our Procurement Category Manager for Commissioning & Culture, you will play a critical role in leading a strategic priority workstream and working with key stakeholders, as well as helping achieve social value and stimulating the local economy.

You will take the lead in developing the Category Plan and in delivering the objectives and targets, as identified in the Plan.

The primary aspect of this new and exciting role will be responsible for developing and implementing our Leisure Insourcing strategic procurement and contract management plan to ensure the orderly mobilisation, transition and mobilisation of the Council’s Leisure Centres. This important workstream will support a sustainable and commercial business model, producing future growth, increases in community participation and strengthening of our integrated wellbeing offer.

You will lead and manage the Leisure Insourcing procurement strategy and workstream delivering the agreed plan of activity ensuring the programme and operation of the new services achieves its strategic and operational objectives. Please note this role is an 18 Month fixed term contract.

About You

As the successful candidate, you will be a full or part member of MCIPS or have the equivalent practical experience and, ideally, previous management experience.

You will have a good understanding of public sector procurement, together with a well-developed category knowledge, a commercial approach, sound negotiation/persuasion skills and a ‘one team’ approach.

Furthermore, you will have a clear understanding of current market conditions and trends, as well as of modern and innovative procurement practices, including e-tendering processes

This is a 18 month fixed term role based in the Town Hall with the flexibility for remote working.
