The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. Our purpose is to prevent workplace death, injury or ill health. In order to achieve this, we have responsibility for setting the strategy, policy and legal framework for health and safety in Great Britain.

HSE is working closely with the Department for Levelling Up, Housing and Communities (DLUHC) and the Home Office (HO) in supporting the Government’s Building Safety Programme (BSP). This will implement Dame Judith Hackitt’s recommendations to establish a new, stronger regulatory regime following the Grenfell Tower tragedy.

As part of this, HSE has been tasked with establishing the new Building Safety Regulator (BSR) and implementing the new building safety regime.

The BSR will be responsible for:

  • Ensuring delivery of the new regulatory regime for higher risk buildings,
  • Oversight of the built environment, setting standards, providing advice to industry, and advising Government on changes to the scope of the new regime
  • Overseeing work to drive increased competence of professions and trades working on buildings.
  • Establishing building control as a regulated, unified profession.

This is a long-term policy and operational transformation programme and will continue beyond 2022/23. It provides the opportunity for colleagues outside of HSE to contribute to, and experience working in, an exciting and high-profile area of Government policy that aims to ensure that people living in high-rise buildings are both safe, and feel safe, as well as to build an understanding of a regulatory environment that has not traditionally been within HSE’s area of expertise.

Job description

The HSE is to recruit 3 experienced building control professionals to develop policy and processes to help establish the Building Safety Regulator and new regulatory regime. The secondments are for 12 months with possible extensions to 2 years.

The main focus of the position within the Competence workstream is to support the development of the new building control competence framework and criteria for registration of the profession.

Within the Oversight workstream, you will support the development of performance standards relating to organisational structure, resourcing, management of building control risks and good building control process management.

The secondees will bring their knowledge and experience of the challenges faced by the profession to develop evidence-based policy proposals for HSE senior management and government ministers. Stakeholder engagement is a key part of this process, and the position will involve travel across the UK to meet with stakeholders and others with occasional overnight stays.

The job is currently advertised at Senior Executive Officer level (band 3). The successful candidates will retain their current status and conditions with their employer, including salary.

Key responsibilities

  • Provide expert advice and guidance from an established building control perspective.
  • Work as part of a team to develop evidence-based policy proposals, including drafting advice and providing briefings to HSE senior management and Ministers.
  • Lead the delivery of the projects and workstreams you are responsible for to agreed objectives and timescales
  • Represent HSE’s interests at stakeholder meetings and cross-Government departmental meetings

Person specification

The main focus of the work will be to provide your building control expertise and experience to the Oversight and Competence workstreams. Your knowledge of the challenges faced by the profession will be significant to the development of the work to oversee the performance of the building control profession and drive improvements in building safety.
