Job Description

The Role
We have a new opportunity for a motivated and talented individual to take on a Senior Editor role in the Handbook and Fees Policy Team in the Cross-Cutting Policy Department. We are looking for a robust editor with transferable skills.

About the team
The FCA’s Handbook team is responsible for the FCA Handbook of rules and guidance, including:
  • editorial oversight of the Handbook
  • maintaining the monthly Board and Consultation production cycles
  • leading on a high-profile project to review the design of the Handbook, drawing on the latest technology to make it more accessible, navigable and clear for its users
  • driving critical policy initiatives
  • maintaining the FEES manual
This high-impact work ensures UK financial services markets have clear rules and guidance setting out our expectations to over 60,000 firms regulated by the FCA and the key individuals that run them. The team also ensures that we maintain a Handbook that is fit for purpose as we move into a new and uncertain environment. The team work closely with others across all policy areas at the FCA, our General Counsel’s Division (GCD), and Editorial & Digital in our Comms Department.

About the department
The Cross-Cutting Policy Department is responsible for the FCA’s cross-cutting policy initiatives that apply across most, if not all, of the markets we regulate. Apart from the FCA Handbook, the department also covers governance and remuneration, and the future of regulation. The department’s goal is to maintain a regulatory framework that sets clear standards we expect of all firms and individuals in UK financial services, to prevent harm to consumers or markets.

What does the role involve? What are the key responsibilities?
Working closely with the rest of the team, you will take responsibility for driving forward monthly Handbook changes and managing regular publications – liaising with colleagues from across the FCA to ensure timely delivery – and seeking ways to improve Handbook content in terms of digital functionality and usability.
Key responsibilities include:
  • editing and proofing Handbook-related content
  • providing leadership on Handbook-related projects, bringing to bear analytical, editorial, strategic, people and project management skills
  • taking ownership for key deliverables, ensuring outputs are delivered on time and to a high standard
  • owning the delivery of the monthly Board Handbook changes and regular publications
  • developing excellent working relationships with stakeholders across the FCA including Policy and the General Council’s Division
  • leading and managing the relationship with a third-party website supplier
  • leading internal training on policy processes and how to make changes to the FCA Handbook
  • providing editorial training and support to more junior members of staff within the team

Skills/Experience Required

Minimum
  • Proven experience in drafting and editing documents and regular publications, such as corporate documents, legal documents or public papers
  • Proven experience in developing rapport and constructive working relationships with internal and external stakeholders at all levels
Essential
  • Ability to communicate persuasively, succinctly, and credibly, verbally and in writing
  • Experience in leading and delivering multiple initiatives and the ability to navigate all levels of governance
  • Ability to work effectively as part of a team to achieve shared goals and to support and assist others
  • Capability to identify and manage key stakeholders – both internal and external – build rapport and constructive relationships, liaising assertively at all levels
  • Strong time-management skills, able to deliver multiple tasks under pressure and within challenging timeframes
  • Willingness to learn and develop, take on new responsibilities and adopt a flexible approach to work
  • Take a proactive approach to work, using your own initiative to be able to work independently with appropriate oversight supervision and prioritize where necessary
Desirable
  • Knowledge of the financial services sector
  • An editorial background
  • An understanding of digital strategies and how to work with third-party contractors
  • An understanding of the FCA Handbook, how we maintain it, and its role in our regulatory framework

The FCA has London and National Pay ranges to reflect regional differences. The salary for this role will be:
London – up to £67,000 - Based on skills and experience
National (roles in Leeds or Edinburgh) – up to £63,000 - Based on skills and experience
