Divisional Operations Director, ASCR,Band 9
ASCR has a track record of innovation and transforming services to deliver outstanding patient experience. The division encompasses: Theatres, Anaesthesia, Critical Care, Urology, Plastic surgery, Burns surgery, Dermatology, Gastro-intestinal surgery, Breast Care, Transplant and endocrine surgery, Renal medicine, Vascular surgery, and Hospital at Home, and hosts the Burns, Urology and Vascular surgical networks. The Division is the largest at NBT with over 2,000 staff supporting 2,000 operations and 14,000 outpatient encounters per month delivered across multiple sites. t The Divisional Operations Director is the management lead for the Division, working alongside the Divisional Clinical Director and the Divisional Director of Nursing. As part of this Divisional Leadership Team, the Divisional Operations Director is responsible for the delivery of effective clinical, operational, and financial performance of the Division, within a service line management structure.

The post holder will be expected to act independently, taking timely and significant decisions to ensure effective financial and operational delivery for the organisation.
The post holder will be expected to drive change and improvement by leading and influencing multidisciplinary teams, working in partnership with corporate functions and ensuring robust capacity plans are in place to ensure service delivery is maintained during periods of surge.
The post holder will lead service developments, strategy and planning development, and policy reviews in areas impacted by changes in commissioning intentions or national policy.
The role will oversee the daily operational delivery of safe and effective patient flow and the management of staff across services within the Division. The post holder will provide visible and strong leadership across their area of responsibility.
The successful candidate will have extensive experience in:
- Operational management - including budget management
- Implementing strategic and operational plans
- Change management – implementing policy and driving improvement

KEY REPONSIBLITIES
The Divisional Operations Director will be specifically responsible for the delivery of high-quality services and sustaining of professional standards, in the following areas:
LEADERSHIP
- Alongside the Chief Operating Officer and their deputies and as part of the Divisional Leadership team:
- Ensure that the corporate aims, vision, culture, and values of the Trust are achieved through using the Patient First principles to develop Divisional objectives and an operating plan to deliver these
- Ensure NBT meets all national and local performance targets and work closely with specialty teams to ensure standards are met and support them in taking corrective action where necessary.
- Be responsible for the development and implementation of remedial action plans to formally address performance concerns within areas of responsibility.
- Support delivery of the vision and objectives of the Trust to achieve continuous improvement of service delivery, monitor performance against these and take corrective action on inadequate performance.
- To develop a culture and environment where safe and high-quality patient care is consistently delivered across the organisation, reflected in the annual staff and patient survey results.
- Support the development and implementation of long-term service strategies and policies for the clinical services within the Division that fully reflect the strategic direction of the Trust. Undertake this in collaboration with other NHS organisations, working across organisational boundaries and within complex and changing strategic environment.
- Represent the Trust in discussions with partner agencies.
- Translate corporate, local, and national strategies into clear objectives and action plans and lead the implementation of these plans.
- Analyse complex information to distil key messages for wider dissemination or to support decision making by Divisional Triumvirate.
SERVICE AND BUSINESS PLANNING AND DELIVERY
- Lead operational management, facilitating decision-making between specialties and divisions on issues with cross-service implications, and ensuring timely and effective resolution of such issues.
- Interpret and implement broad clinical and professional policies and NHS guidance across the organisation, providing advice to the Chief Operating Officer / Chief Medical Officer and other members of the Executive and Divisional teams as necessary and developing services in line with them.
- Support service planning for the organisation; develop and implement long-term strategic plans for continued development of sustainable and financially viable services. Provide expertise and support to specialty teams in the development of business cases in support of strategic plans, within the framework of Trust annual business planning.
- Regularly monitor and review plans and identify areas that require adjustment for changes in local need and in response to changes in national policy guidance.
- Lead on the Divisional implementation of NBT’s patient flow models based on strategic plans for efficiencies and productivity.
- Responsible for providing advice and governance for delivery of all operating standards within the Division, working with corporate leads, as necessary.
- Advise the Chief Operating Officer on new practice/developments required to achieve corporate and Division objectives, implementing these as appropriate.
- Responsible for delivery of corporate projects with implications for the wider health/social care community, as required by the Chief Operating Officer.
- Continuously horizon scan for developments relating to Trust work or opportunities for Trust involvement around health issues.
- Support the trust in developing the Integrated care Board and Integrated Care System relevant annual business plans
DELIVERY OF HIGH-QUALITY PATIENT CARE
- Participation in the appropriate on-call rota to provide management support to hospital site out of hours.
- Manage monitoring systems to ensure compliance with NHS standards.
- Ensure that consistent and robust waiting list systems and processes are in place across the Trust, and that waiting lists and times are actively and appropriately managed.
- Ensure that robust capacity planning, using national best practice, takes place within the Division and that proactive capacity management is in place.
- Oversee referral to treatment time performance meetings, ensuring booking practices are being adhered to.
- Develop and monitor delivery of referral to treatment time and last-minute cancellations action plans to achieve national standards within contract.
- Work closely with Operations and Clinical Site Management Teams to resolve day to day operational issues that impact on flow across the division, trust, and wider healthcare system.
- Ensure all access policies are compliant and updated in line with national guidance and that training is provided to all staff on a regular basis.
BUDGETARY, PERFORMANCE & RESOURCE MANAGEMENT
- Along with the Divisional Clinical Director and Divisional Director of Nursing, be responsible for the delivery of complex and challenging savings for the Division in line with Trust’s financial plan, and for supporting processes which improve financial information and budgetary control.
- Line management of the Divisional Finance Business Partner and ensure regular and accurate reporting of financial information to all specialty leads and budget managers.
- Operate within the Trust’s standing orders, standing financial instructions and schemes of delegation.
- Monitor the performance of the Division against agreed objectives taking corrective action when performance is not in accordance with performance plan.
- Work with commissioners to develop service developments contributing to system financial recovery.
- Respond to enquiries or challenges from commissioners regarding payment for clinical services.
- Set budgets across all departments on an annual basis, in discussion with Director of Finance. Delegate responsibility for expenditure to budget holders within Trust SFIs.
COMMUNICATIONS AND RELATIONSHIPS
- Act on behalf of the Chief Operating Officer at external meetings, contributing to strategic level developments across the wider health community.
- Develop and maintain productive relationships using effective proactive communication mechanisms with staff, maximising the opportunity for staff engagement and opportunities to appropriately influence the planning, management, and development of services within the Division.
WORKFORCE STRATEGY
- Line manages the Divisional People Business Partner and ensure regular and accurate workforce information is available to specialty leads and line managers.
- Provide strong and visible leadership across Division, setting an example to other staff through own personal behaviours and ensuring staff responsible for line management are trained and adhering to workforce policies of the Trust.
- Ensure that the divisional structure is fit for purpose to deliver Trust and national requirements.
- Enable the delivery of business plan encompassing workforce to address concerns with recruitment, retention, engagement, and succession.
- Ensure that appraisal and personal development plans are regularly carried out and to a high standard across the division
- Encourage a culture where employees are empowered to take personal responsibility, are well motivated and able to understand and commit themselves to the objectives of the Trust.
- Lead on talent acquisition, progression, and succession planning within the division, through positive performance management and development.
- Responsible for ensuring disciplinary policy is used appropriately in line with the organisational Just Culture principles, with Divisional responsibility for making dismissal decisions as appropriate.
