The Government Communication Service (GCS) is the professional body for all public service communicators working in government. Our GCS membership incorporates marketing, stakeholder engagement, internal communications, media, digital and social, and operational communications professionals. We collaborate across government with 25 ministerial departments, 21 non-ministerial departments and more than 300 agencies in addition to other public bodies.

The Team

The Civil Service operates a functional model, with strong leadership and continuous improvement of the cross-departmental corporate functions. The GCS People team is at the very heart of delivering the functional agenda for communications and leads on the delivery of the GCS People Strategy and its vital Members Services offer. This is a customer focussed team, working across internal and external stakeholders to develop a brilliant comms profession, providing excellent engagement with the government comms community to deliver the strategy. The team focuses on the delivery of the following areas:

  • Attracting, recruiting and retaining talented communicators: our vision is for GCS to be recognised as a destination of choice for communications professionals and a place where people want to work.
  • Building brilliant functional leaders: we will focus action on building a strong collective leadership community with the capability to inspire others, lead their teams and be champions for the GCS profession.
  • Creating a diverse and inclusive GCS: Putting diversity and inclusion at the heart of everything we do. We will set out a clear action plan to achieve our ambition for GCS to be the global leader for D&I across our profession.
  • Creating careers across all four corners of the UK: we will set out plans to develop an ambitious location strategy which will help people to build careers and progress to senior positions in regions across the UK.
  • Strengthening Members Services for Communications professionals : we will refresh the GCS brand and build the membership and comms strategy for GCS so that every member knows about, draws on and contributes to the services and networks available to comms professionals across government.

Job description

Are you looking for a role which offers the opportunity for strategic, innovative and truly cross-government digital communications?

The GCS Digital Content Manager is responsible for digital communications and community-building for the Government Communication Service and its membership of over 6,000 professionals.

The Digital Content Manager is responsible for building, maintaining and regulating the GCS people brand with our GCS online audiences in order to promote GCS as a place that supports innovation and delivers purposeful work that transforms lives through engaging with the wider comms profession across government.

You will be the champion for GCS Connect, our innovative online platform for the 6,500+ members of the communication profession. You will manage an integrated digital communications approach, creating exciting digital content for GCS, Connect, the website and other digital channels, ultimately working across our programmes to help communicate the work we do and the central GCS offer to our members.

The post holder will organise the production of promotional materials and publicity campaigns for GCS. Managing projects end to end, including planning evaluation and monitoring costs will be integral to the work. This critical post will provide significant opportunities to build relationships across boundaries, set direction and be a part of how we transform the profession.

Responsibilities & Duties

  • Leading our digital communications and content activity with the Communications profession, to enhance the GCS profile and brand and foster knowledge-sharing and community-building
  • Delivering campaigns and content to grow GCS Connect membership and, working with our technical team, designing the next phase of user-driven GCS Connect development
  • Working with the head of the team to develop a comms and engagement strategy for the profession which will explain, engage and excite our members .
  • Working with teams across Central GCS to ensure that communications activity is integrated and digital channels are optimised for engagement with the profession
  • Use evaluation tools, both qualitative and quantitative to assess impact and continuously improve our work
  • Contributing to the 2023 project to develop the GCS Brand where ‘digital’ and ‘community’ will be vital elements
  • Establishing productive relationships with senior-level stakeholders across GCS and beyond, including the Digital Development Team, to identify high quality content for sharing via our digital channels, and innovative partnerships
  • Ensuring that the content of the GCS website and GCS Connect is accurate, up to date and well managed, working closely with Digital colleagues
  • Managing the relationship with the website, GCS Connect and social media channel provider. Be the central point for GCS website content, with responsibility for the content management and administration
  • Upskilling members of the directorate and wider organisation in use of digital channels to support organisational objectives, ensuring compliance with the Equality Act 2010

Person specification

Experience / Ability

  • Extensive corporate digital management / campaigning experience – finding the best ways to engage a range of audiences with organisational objectives across digital channels
  • Extensive experience in creating, designing and publishing a range of multimedia digital communications products
  • Up-to-date knowledge of existing and new digital channels and tools
  • Copywriting for websites and social media, including editing copy so it is suitable for digital audiences (you will create and commission content for high-profile channels with large audiences)
  • Excellent facilitation skills
  • Experience of using evaluation products to analyse the impact of your work, and acting on results
  • Ability to work collaboratively and flexibly with a range of colleagues and partners, often at senior levels, to deliver activities that meet shared objectives
  • Working knowledge of Accessibility - understanding the legal requirements and able to guide editors to maintain an accessible websites
  • Project Management skills

Technical

  • Experience in using WordPress or similar web publishing platform
  • Experienced in a range of digital capabilities related to running and developing an engaging website, eg UX, Agile, copywriting, video production, working with data, social media, managing platforms.
  • Experience in using Premiere Pro and adept at filming and editing content interviews
  • HTML knowledge an advantage
