Job description

The role and our team

The Net Zero Buildings Domestic Directorate plays a vital role in decarbonising the UK’s homes and helping to reach our net zero ambitions. Over the next three years, the team will be responsible for delivering £2.5bn of ‘Help to Heat’ investment in energy efficiency improvements, through major capital schemes such as the Home Upgrade Grant and Social Housing Decarbonisation Fund, as well as through a mix of regulatory and enabling measures, such as setting minimum energy efficiency standards for domestic buildings, providing consumer advice and information services (digital and in person), and green finance.

The Directorate was created in 2022 following the restructure of the former Energy Efficiency and Local Directorate. Our ethos is to deliver our policy, regulations and capital schemes; demonstrate to our internal and external stakeholders what we do and the difference it makes; and to collaborate with colleagues across our directorate, our group, and beyond. The Directorate is one of three key pillars of the Net Zero Buildings Portfolio, alongside the Clean Heat and Portfolio and Affordability directorates, and it sits within the wider Net Zero Buildings and Industry Group.

We are a new counter-fraud team in the Net Zero Buildings Domestic Directorate established to provide assurance to the Senior Responsible Owner and support policy and delivery colleagues to better identify and manage their fraud risks.

This post focusses on delivery of counter fraud assurance across our delivery programmes and the development and maintenance of counter fraud standards and tools. We are looking for someone who can help build an innovative approach to managing fraud risk that enables the programmes to achieve the best possible policy outcomes for the investment.

Experience of counter fraud methodologies is highly desirable, but not essential and we encourage applications from people with transferable skills and experience from other relevant fields.

Activities across the team could include:

  • Providing practical assistance with fraud risk assessments, implementing fraud management plans, or conducting assurance reviews;
  • Developing common standards and tool
  • Facilitating access to common services such as data sources, red teaming, debt recovery or prosecutions; or
  • Engaging with the BEIS central counter fraud team and the wider Government Counter Fraud Function to draw on and contribute to the development of best practice.

There will be a strong emphasis on continual professional development within the team. We will encourage and support you to build on your skills and experience to develop as a counter fraud professional. Key responsibilities

Your responsibilities in this role would be to:

Manage the development of in-house standards, tools, guidance and training products to support the effective delivery of counter fraud policy across the NZBD programmes; working with colleagues across NZBD, the Net Zero Counter Fraud Function, central BEIS Counter Fraud team and wider Government Counter fraud function.

Engage with leads across the NZBD programmes and policy areas to champion and support the adoption of BEIS fraud function standards and methodologies, such as Fraud Risk Assessments, Operational Fraud Risk management plans, data analysis, and fraud resolution services.

Provide regular reporting on performance and progress of support to individual schemes and adoption of fraud standards.

Take an active role in the delivery of a programme of assurance reviews, residual fraud measurement exercises and provision of expert counter fraud support to NZBD programmes and policy areas.

Contribute to the process of evaluation and continuous improvement for service delivery, collaborating across the Net Zero Counter Fraud Function, BEIS and the wider Government Counter Fraud Function where required, to identify lessons learned, gather insights, and drive dissemination of best practice.

Contribute to strategic development of the counter fraud capability within BEIS and wider Government Counter Fraud Function.

Skills and experience

The ideal candidate would be:

  • A highly motivated individual with good critical thinking skills who can deliver in a high profile and fast paced environment, with the capability to identify opportunities, diagnose issues, propose solutions and implement changes and controls. Experience of analysis of systems or processes through use of data desirable.
  • Excellent organisational skills, able to provide technical expertise to support the development, management and delivery of high quality products and services.
  • Somebody who can develop strong networks, working well with and through others to deliver change.
  • An excellent communicator, able to champion and promote the benefits of a new approach and have an ability to distil down analysis, identify key findings and communicate them with conviction.

Experience of counter fraud methodologies is highly desirable, but not essential - transferable skills and experience from other relevant disciplines are welcome.

Experience of climate change/energy/environment policy is helpful but not crucial.
