Kingston is a beautiful Royal borough with a historic setting on the banks of the Thames with excellent schools and a bustling retail centre, all surrounded by open green spaces such as RIchmond Park and Bushey Park, former recreation grounds for Tudor kings and queens. The Council is controlled by a Liberal Democrat Administration and has a corporate plan “Making Kingston Better Together” that sets out a vision to be a vibrant, diverse and inclusive borough where residents are active, empowered, engaged and able to remain independent and resilient. The Council engages with residents through a number of forums and events through the year, and like Sutton plays a leading role in developing the South West Region of London.

About the Role

As the Head of Design, you will lead the design of Kingston and Sutton councils' online experience and the redesign of council services to meet user needs. The Head of Design will support the design community to deliver projects.

Design community members are involved in the following projects:

  • Creating design patterns and standards for digital services.
  • Creating content guidelines for publishing online.
  • Creating a new digital service for planning advice and revising website content to better meet user needs.
  • Redesigning the digital service for requesting adult social care advice and services.
  • Redesigning the digital services for housing needs and repairs to social housing.

A typical day in this role will consist of:

  • Starting the day with the Head of Community stand up. Share progress on a recruitment campaign your leading and a project you helped through a design challenge yesterday.
  • Lead the Design Community's fortnightly meet up. You've arranged for a team member to play back their work on a new digital service. Another team member asks the community for feedback on a redesigned page for the website.
  • Meet with the manager for waste services and the IT business partner to consider ways to reduce failure demand from the report a missed bin collection service.
  • Carry out 1:1's with a junior service designer to discuss their next development goal.

This role reports into the Head of Digital Delivery.

We are a hybrid working organisation and for this role the post holder can work from home most of the time with the occasional office visit; 1-2 days per month.

Digital and IT is a shared service between Kingston and Sutton councils providing digital and technology services to both councils as well as a number of arm's length companies.

This role is part of the design community in our digital delivery team, which consists of content designers, interaction designers and service designers of whom the postholder will manage.

We have a growing and supportive design community including interaction, UX, service and content designers. The community is a fun and supportive place to discuss and get ideas about design challenges and grow our collective professional expertise.

About You

To be successful as the Head of Design, you will need the following:

  • Experience of leading design team with the ability of setting the direction of a team.
  • Ability to be accountable for decisions and protect your team without taking any credit for their work.
  • Ability to flex delivery approaches depending on context.
  • Be a strong influencer, with the ability to persuade and negotiate with stakeholders of all levels.
  • Have strong people management skills.
  • Have significant experience working in teams using agile methods and culture.
  • Have significant experience in understanding and balancing client, organisational, and technical needs and knowing how to balance these when setting design strategy and direction.
  • Have significant experience researching, prototyping, and iterating products and from inception to live.
  • Experience setting design standards and guidelines.
  • Experience using software to create designs, prototypes, and virtual whiteboards.
  • Experience designing services that take account of the needs of diverse users.
  • Experience designing complex services across multiple boundaries (eg different organisations, multiple channels, diverse objectives).
